Voting Procedure

Article 52

Votes shall be taken by a show of placards, but any delegation may request a role-call vote, which shall be taken, using the Order of Precedence of the delegations, established at the Inaugural Plenary Session. Votes shall be taken by secret ballot only in the cases and in the manner provided for us in the Rules and Procedure. No representative may interrupt the voting, except for a Point of Order relating to the manner in which the voting is conducted. The voting shall be considered terminated when the President or Chairperson has announced the results.

Article 53

When taking a vote by a show of placards, the President or the Chairperson shall ask for "those in favor," "those opposed," and "abstentions." When named in a roll call, a delegate shall answer "yes," "no," or "abstain."
