Amendments
Article 40
At any time during the
consideration of the proposal a motion may be made to amend it by
a delegate on the against speakers' list. A motion shall be
considered to be an amendment to a proposal only when it
constitutes an addition to, or deletion from the proposal, or
changes part of the proposal. A motion that would totally replace
the original proposal or that is not directly related to it shall
not be considered to be an amendment and,
therefore, shall not be accepted by the presiding Chairperson.
Article 41
There are no friendly
amendments in debate.
