Powers of the President
Article 12
The President shall:
- a) convoke the
Plenary Sessions;
- b) decide on the
order of business thereof;
- c) open and close
the Plenary Session;
- d) direct the
discussions;
- e) recognize the
speakers in the order in which they request the floor;
- f) submit points
under discussion to a vote and announce the results
thereof;
- g) decide on points
of order;
- h) ensure
parliamentary order; and
- i) In general,
comply with, and enforce, the provisions of these rules
of procedure.
He/She shall have voice
but not vote. In addition, the President shall work with the
Secretary General in assisting the Coordinator in the planning of
the Model OAS General Assembly.
