Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

The OAS has discussed for several years the real estate issue, the funding required for maintenance and repairs, as well as the deferred maintenance of its historic buildings. REGULAR SESSION OF THE PERMANENT COUNCIL

• Mr. Chairman, my delegation wishes to praise the fine work performed by the men and women of the OAS observer mission to the recent signature drives in Venezuela.
• Their discretion, professionalism, and commitment to the democratic process materially contributed to the civil atmosphere that prevailed as the Venezuelan people exercised their constitutional rights. The OAS observers’ role will remain key as the National Electoral Council begins the process of verifying the signatures collected.
• We should all take great satisfaction from the principled leadership of Secretary General Gaviria. His neutral stance in evaluating the process he had witnessed was exemplary.
• We commend the Venezuelan people and the National Electoral Council for conducting a generally peaceful signature collection process.
• We applaud the continued efforts to resolve Venezuela’s political crisis peacefully using the instruments of democracy.
• We believe that allowing all Venezuelans to exercise the franchise in this manner is a positive step toward advancing the May 29, 2002 agreement between the Venezuelan Government and the opposition. This will help in achieving a “constitutional, democratic, peaceful and electoral solution” to the political impasse, as called for in Permanent Council Resolution 833.
• We urge all parties to support an independent National Electoral Council in conducting the follow-on signature verification process in a fair and transparent manner.
• A final note - OAS is carrying out precisely what our Democratic Charter calls for: facilitating “the effective exercise of representative democracy,” through which “all citizens participate in decisions relating to their own development.”
