Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

The OAS has discussed for several years the real estate issue, the funding required for maintenance and repairs, as well as the deferred maintenance of its historic buildings. TODAY WE MEET ONCE AGAIN IN THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES TO COMMEMORATE THE ANNIVERSARY OF THE DISCOVERY OF AMERICA: ENCOUNTER OF TWO WORLDS, A HISTORICAL MILESTONE WHICH IS INEXTRICABLY LINKED TO THE ARRIVAL OF CHRISTOPHER COLUMBUS IN THE AMERICAS.
OVER THE PAST 200 YEARS, MANY HISTORIANS HAVE ANALYZED COLUMBUS’ LIFE AND ACHIEVEMENTS, AND WHILE THAT ANALYSIS HAS PROVIDED SEVERAL DIFFERENT INTERPRETATIONS, NO ONE CAN DISPUTE THAT 1492 MARKED THE BEGINNING OF THE AMALGAM OF THE OLD AND NEW WORLDS.
WHATEVER MAY BE SAID ABOUT COLUMBUS, HIS MOTIVATIONS AND THOSE OF THE KINGDOM OF SPAIN THAT FINANCED HIM, THE FACT IS THAT HE WAS CRITICAL TO THE TRANSPLANTATION OF WESTERN CIVILIZATION IN THE AMERICAS.
OF COURSE WE CANNOT LOSE SIGHT OF THE FACT THAT LARGE POPULATIONS OF THE ORIGINAL PEOPLES OF NORTH AND SOUTH AMERICA AND THE CARIBBEAN HAD BEEN LIVING IN THE AMERICAS FOR THOUSANDS OF YEARS BEFORE HIS ARRIVAL. THESE PEOPLES, AMONG WHOM WERE THE AZTECS, MAYAS, INCAS, ARAWAKS CIBONEYS AND CARIBS HAD DEVELOPED HIGH LEVELS OF CIVILIZATION, AND THROUGH CENTURIES OF CAREFUL ATTENTION TO THEIR CULTURE AND TECHNOLOGY, MANAGED TO PRODUCE ENVIABLE LEVELS OF GOVERNMENT, TRADE, ECONOMICS, AND AGRICULTURE.
THE DICHOTOMY BETWEEN THE EUROPEANS AND THE INHABITANTS OF THE NEW WORLD, WOULD CHARACTERIZE THE SUBSEQUENT HISTORY OF THE AMERICAS AS A HISTORY MARKED NOT ONLY BY COLONIALISM, SLAVERY AND TYRANNY, BUT ALSO BY THE VISION OF ENLIGHTENED MEN AND WOMEN WHOSE NATIONS ARE TODAY REPRESENTED IN THIS ORGANIZATION WHOSE CHARTER REMINDS US THAT THE TRUE SIGNIFICANCE OF AMERICAN SOLIDARITY AND GOOD NEIGHBOURLINESS CAN ONLY MEAN THE “CONSOLIDATION, WITHIN THE FRAMEWORK OF DEMOCRATIC INSTITUTIONS, OF A SYSTEM OF INDIVIDUAL LIBERTY AND SOCIAL JUSTICE BASED ON RESPECT FOR THE ESSENTIAL RIGHTS” OF ALL OUR CITIZENS.
AS INHERITORS OF THAT HISTORY, WE ARE STILL COLLECTIVELY TRYING TO DEVELOP METHODS TO MEET CHANGING SOCIAL AND ECONOMIC CONDITIONS IN THE AMERICAS.
CLEARLY IT IS IMPORTANT THAT OUR PEOPLE MUST SEE HOPE ON THE HORIZON, AND IT IS IN THIS CONTEXT THAT THE LESSONS OF HISTORY AND THE PRINCIPLES THAT WE SHARE TODAY WITH OUR HISTORICAL PARTNERS SHOULD PROVIDE THE FRAMEWORK FOR OUR PURSUIT OF COMPREHENSIVE SUSTAINABLE HUMAN DEVELOPMENT.
