Inter-American Cooperation Mechanism for Effective Public Management of the OAS Performs on site Visits to Brazil and Dominican Republic

The Inter-American Cooperation Mechanism for Effective Public Management (MECIGEP) of the Organization of American States (OAS) held its first two on site visits to Brazil and the Dominican Republic as part of the activities of inter-pares dialogue on innovation in public management promoted by the Department of Effective Public Management (DGPE) of the OAS.

Responding to the formal request from the Ministry of Planning, Budget and Management (MPOG) of Brazil and the Ministry of Public Administration (MAP) of the Dominican Republic, on-site visits were performed -in the context of the Rounds of Analysis of the MECIGEP-, in these countries during the months of May and September 2014, respectively.

The visits were focused on themes of governance such as Human Resources Management and Quality of Public Services, and were conducted in accordance with the requests for technical assistance in those countries and the methodology of the Mechanism, adopted at the First Meeting of High Authorities in Public Management, held in Panama City on March 14, 2014.

The technical visit to Brazil included the participation of experts from Mexico and Uruguay, and in the case of the Dominican Republic experts from El Salvador and Ecuador. During both visits, the experts were accompanied by a DGPE official. As a result of the visits two reports were produced: "Selecting better public servants: Integrated Personnel Management Systems of Brazil, Mexico and Uruguay" and "Public Services Management Model of the Dominican Republic" (Available in Spanish).

The first report on Integrated Personnel Management Systems presents an overview of the uses, potential and components of integrated systems of human resources management in public administration as well as a comparative analysis of the models of public service in Mexico and Uruguay, which were the countries that carried out the visit to Brazil. This analysis will serve as an input for the development of the design and implementation of the new Personnel Management System of the Federal Government of Brazil.

The Second Report on the Management Model of Public Services in the Dominican Republic includes a comprehensive analysis of the system, specifically its methodological and conceptual framework that will allow the Dominican government to undertake a process of quality improvement in the provision of the public services offered to citizens.

The Inter-American Cooperation Mechanism for Effective Public Management (MECIGEP) is an institutional tool for regional cooperation to facilitate peer dialogue, exchange of experiences, and technical cooperation strategies to support the pursuit of national goals and priorities set by each OAS member state. The MECIGEP is a result of the General Assembly of the OAS in Guatemala and Paraguay in 2014 , which requested the Organization to support initiatives for the strengthening and innovation of effective public management in the Americas.
