OAS and Peru´s National Jury of Elections Signed Agreement on Mission that will Observe Regional and Municipal Elections on October 5

The Organization of American States (OAS) and Peru´s National Jury of Elections (JNE, by its Spanish acronym) today signed the Agreement on the Electoral Observation Process of the Mission that the OAS will deploy in the country to observe the regional and municipal elections to be held on October 5.

The document was signed by the OAS Representative in the country, Pablo Zúñiga, and by the President of Peru´s National Jury of Elections, Francisco Távara. The agreement was signed following a request by the Government of Peru that Secretary General Insulza received, to deploy a group of international observers to the country. To lead the Mission, the Secretary General of the hemispheric organization appointed the Uruguayan politician and lawyer, Sergio Abreu.

Abreu was Minister of Foreign Affairs of the Republic of Uruguay during Luis Alberto Lacalle´s presidency and, subsequently, led the Ministry of Industry, Energy and Mines during President Jorge Batlle´s administration. He is currently a National Party’s Senator. Lawyer by profession, he presided the GATT Uruguay Round and the Marrakesh Ministerial Conference, which led to the creation of the World Trade Organization (WTO).

The OAS Electoral Mission will be comprise of 35 persons and will begin its activities on Wednesday, September 24. A group of specialists will carry out a thorough and detailed analysis of the process in terms of electoral rganization and technology, political and legal analysis, gender, political electoral financing, security, conflict resolution, and participation of under-represented groups. On election day, observers will visit voting polls across the country.
