OAS announces laureates of Inter-American Award for Innovation in Effective Public Management - 2013

The Organization of American States (OAS), through its Department for Effective Public Management, announced the laureates of the "Inter-American Award for Innovation in Effective Public Management – 2013," which aims at identifying and promoting innovative actions in the public management of national, departmental and local governments of the Hemisphere.

The award seeks to recognize, organize and encourage systems, tools and innovative methods in management used by various public institutions at all administrative levels of the Hemisphere. The award recognizes, in particular, experiences that are useful and possible to replicate in other cities and countries of the region.

In total, 55 applications were received from 13 member states of the OAS. The awards and recognitions will be handed soon at a special event and ceremony.

The special jury was chaired by the OAS Secretary for Political Affairs, Kevin Casas-Zamora; Regina Pacheco, Professor of the Foundation Getulio Vargas of Brazil; the Secretary General of the Latin American Centre for Development Administration (CLAD), Gregorio Montero; the Director of the Government Program for Latin America of the Graduate School of Political Management of George Washington University, Luis Matos; and Manuel Villoria, Professor of the Foundation Ortega y Gasset-Marañón of Spain and Rey Juan Carlos University in Madrid, Spain.

The results are as follows:

o Innovation in Planning and / or Public Policy Evaluation Category

Winner: Municipal Performance Evaluation System (SEDEM)
Municipal Planning Institute of Puebla (IMPLAN) - Mexico

Special recognition to the following candidates:

Planning, Monitoring and Evaluation System for the Implementation of the Policy on Rural Land Formalization in Colombia
Colombian Institute for Rural Development (INCODER) – Colombia

National Planning and Development Secretariat (SENPLADES) - Ecuador

o Innovation in the Quality of Public Policies Category

Winner: National Plan of Community Policing by Quadrants

The Special Jury took note of the experience of Grandparents Online from the Municipality of Junín, Argentina, as a good example of public service humanization by granting it a special honorable mention.
