BELIZE – GUATEMALA PROCESS

Delegations from Belize and Guatemala, headed by Godfrey Smith, Attorney General of Belize, and Ramiro Ordoñez Jonama, Vice-Minister of Foreign Affairs of Guatemala, met with the Assistant Secretary General, Ambassador Luigi R. Einaudi, in Charge of the General Secretariat, and the Facilitators, Sir Shridath Ramphal and Paul Reichler, during a technical-level meeting at OAS Headquarters on November 4, 2002 to discuss a new transitional framework under OAS auspices, in consultation with the Facilitators, which will guide the Parties towards the expected referenda.

The Parties agreed that the OAS and the Facilitators will develop a comprehensive draft confidence-building measures document which will be discussed at technical and ministerial-level meetings to be held on December 2 and 3, 2002.

As an immediate confidence-building measure, the OAS recommended that both Governments take the necessary steps to ensure that all settlement activity in the Adjacency Zone be frozen.
