Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

OAS and Mexico Sign Agreement on Deployment of Electoral Mission to June 7 Federal Elections

The Organization of American States (OAS) and the Government of Mexico today signed an agreement that establishes the basis for the deployment of an Electoral Observation Mission (EOM) from the hemispheric Organization to the June 7 federal elections in the Latin American country.
The Secretary General of the OAS, José Miguel Insulza, appointed the former President of Costa Rica, Laura Chinchilla, as Chief of the Mission, which will carry out its activities in several states of Mexico. The agreement foresees that at the end of the elections the Mission will present a "serious, rigorous and well-founded report on the preparation, development and qualification of the Mexican electoral contests" on election day.
Secretary General Insulza stressed that while the OAS sent electoral observation missions to Mexico in 2009 and 2012, this is the first time that "an agreement on privileges and immunities" has been signed, which, in his view, allows the work of the Mission to be better structured. "I appreciate this, because it formalizes to a much greater degree the work we will do,” he said.
He added that the EOM will deploy observers throughout Mexico, as well as specialists in various fields, such as electoral finance and women´s participation. "In this way, it will deliver a very comprehensive report, which will not only will satisfy the interests that guide the authorities of Mexico, but will also interest other countries in this initiative."
The OAS leader reaffirmed the commitment of the hemispheric institution to support Mexico, "a country that has made great strides in electoral matters." He also expressed his appreciation for the academic activities that the National Electoral Institute (INE) and the OAS hold each year to discuss issues related to democracy in Latin America.
For his part, the Permanent Representative of Mexico to the OAS, Emilio Rabasa, stressed the importance of the deployment of an electoral observation mission by the hemispheric institution for his country. "We believe that there is no organization better equipped and more experienced to carry out the task we have entrusted to it,” he said.
The Mexican diplomat said, as it has done on previous occasions, the OAS would contribute "valuable recommendations on various aspects of the election it observed, that will help us to further strengthen our institutions, our policy framework and our procedures in electoral matters before, during and after election day."
The signing took place at the headquarters of the hemispheric Organization in Washington, DC, and was attended by members of the missions of the United States and Guatemala to the OAS.
