Secretary General Insulza Participated in Roundtable on Alternatives to Incarceration for Drug Users

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, took part today in a roundtable on alternatives to incarceration for drug-related crimes, in the context of the High Level United Nations General Assembly Thematic Debate in preparation for the 2016 Special Session of the General Assembly of the United Nations on the World Drug Problem.

Secretary General Insulza presented the position of the Americas on the issue, and said there is concern in nearly all the countries of the Hemisphere as to “how to reduce the pressure on prison populations, adjust the proportionality of sentences, and find other options short of incarceration that respect the human rights of drug users and other people involved in small-scale drug crimes.”

The OAS leader recalled that the issue of prison sentences imposed on people with drug-related problems is an issue of particular concern and debate in the Inter-American Drug Abuse Control Commission (CICAD) of the OAS, which has created a working group under the leadership of Colombia to prepare a technical report on the existing alternatives to guide member countries.

He also recalled that the issue was debated by OAS member states at the General Assembly of Antigua, Guatemala in 2013, and in the Special General Assembly in Guatemala City in 2014, where the "Resolution of Guatemala" was adopted. In addition, he said the issue is a central part of the Report on the Drug Problem in the Americas published by the OAS under his leadership in 2013, in response to a mandate from the Heads of State and Government at the Sixth Summit of the Americas in 2012.

The event, in which the Executive Secretary of CICAD, Paul Simons, also participated, was organized by the Missions of the United States and Colombia to the UN.
