OAS Preliminary Mission Arrives in Mexico ahead of June 7 Elections

The General Secretariat of the Organization of American States (OAS), responding to an invitation from the National Electoral Institute of Mexico (INE, for its initials in Spanish) and the Federal Electoral Court of Mexico (TEPJF) will deploy a Mission of Foreign Visitors to the elections in Mexico on June 7th. The Secretary General of the OAS, José Miguel Insulza, designated the former President of Costa Rica, Laura Chinchilla Miranda, as Chief of Mission. Former President Chinchilla is currently in Mexico City, in order to better understand the political situation and the progress of the elections in the country.

Laura Chinchilla was President of Costa Rica from 2010 to 2014, making her the first woman to hold the office in her country. Previously, she was Deputy in the Legislative Assembly, Minister of Public Security, Minister of Justice and Vice President of the Republic. Additionally, former President Chinchilla successfully engaged in a variety of academic activities and consultancies throughout Latin America and Africa in the areas of citizen security and judicial reform.

During her stay in Mexico, former President Chinchilla will have meetings with the Foreign Minister, José Antonio Meade, Judges from the TEPJF, members of the INE Council and of the Electoral Institution of the Federal District and the Public Prosecutor specializing in electoral crimes, as well as the presidents of several political parties and candidates.

In addition, the Chief of Mission and the President of the INE, Lorenzo Córdova Vianello, will sign the Agreement on the Electoral Observation Process for the Mission. This agreement establishes the basis for the work of the OAS Mission in the upcoming elections and guarantees that the Mission will be able to fulfill its tasks. In addition, the agreement establishes constant contact with the organizations that make up the electoral system in the country.

Following the mandates established in the Inter-American Democratic Charter, the OAS Mission will observe different aspects of the elections including legal, technological, campaign financing and participation of men and women in the electoral process. Moreover, the Mission will follow-up on any complaints or concerns that may arise during the electoral process and will submit them accordingly for due processing.
