OAS Mission Makes Planning Visit to Address the Issue of Chemical Precursors in Guatemala

A Mission of the Organization of American States arrived in Guatemala this week in order to coordinate with national authorities the planning of the project to eliminate chemical precursors that will be developed jointly with the OAS and which has financial support from the government of the United States.

During the visit the group, led by General Coordinator of the OAS program for Comprehensive Action against Antipersonnel Mines, Carl Case, planning meetings were held with the Technical Secretary of the National Security Council of Guatemala, General Edgar Ricardo Bustamante, and the Deputy Minister of the Interior of Guatemala, Eunice Mendizabal, as well as the Permanent Technical Committee of government which deals with the issue of precursors. The project is set to begin during the third quarter of this year, with an initial contribution from the United States government of $500,000.

The government of Guatemala has so far seized 3.29 tons of different chemicals from illegal groups that use them as inputs for the preparation of synthetic drugs. The issue of precursors in the region also affects countries like Honduras and El Salvador. In this regard, the OAS Mission reported that it will coordinate visits to these countries soon in order to strengthen national capacities in this area and support them in eliminating the substances.

The OAS, through the Regional Program of Assistance for the Control of Arms and Destruction of Munitions of the Secretariat for Multidimensional Security, will provide financial, technical and logistical support to Guatemala for the elimination of precursors seized, within the framework of the Agreement for Cooperation and Technical Assistance for the control and destruction of firearms, ammunition, explosives and other related materials, signed in August 2012.
