Former President of Guatemala Álvaro Colom will head the OAS Observation Mission to the plebiscite in Colombia

The former President of Guatemala Álvaro Colom will be the Chief of the Electoral Observation Mission (EOM) the institution will deploy for the plebiscite that will be held on October 2 in Colombia in the framework of the peace process.
Colom, appointed by OAS Secretary General Luis Almagro, served as president of Guatemala between 2008 and 2012. An engineer by profession, he began his career in public administration in 1991, when he was appointed vice minister of Foreign Trade and has since then served in various positions to support democracy in his country.
The former Guatemalan president has already served as Chief of OAS missions to the local elections held in Colombia on October 25, 2015 and to the general elections of October 12, 2014 in Bolivia.
The Government of Colombia, through its Permanent Representative to the OAS, Andrés González, requested the OAS to observe the plebiscite as a guarantee ¨of the sufficient transparency and the right of every citizen to freely exercise their sacred right to express themselves at the ballot box¨. Secretary General Almagro agreed to accompany Colombia through an observation mission to observe ¨an important and fundamental electoral process that would end 50 years of armed conflict."
The OAS has observed 14 electoral processes in Colombia since 1994, including presidential, legislative and local elections. In the region, it observed a referendum for the first time in 1992. Since then, it has deployed 19 electoral observation missions for direct democracy processes.
