OAS Electoral Observation Mission Observes Final Vote Count in El Salvador

The Electoral Observation Mission of the Organization of American States (EOM/OAS) deployed to the elections on March 1 in El Salvador remains in the country closely observing the final vote count. In this context, the EOM/OAS considers it fundamental that this process concludes as soon as possible to provide the citizenry certainty about the results of the elections.
The Mission recognizes the work carried out by all the members of the voting centers, who in a context of cordiality and good faith, addressed difficulties to move forward in the process of vote counting, which took on greater importance in the absence of preliminary electoral results. Faced with this complex situation, the political parties and their leaders have demonstrated maturity and a sense of responsibility, putting forward their claims with respect and maintaining their representatives at the voting tables so that the vote count can move forward under the supervision of all stakeholders.
Nevertheless, the serious difficulties shown during the process are a wake-up call that should lead to urgent legislative reforms in electoral issues that, through agreements between the political forces, simplify the system of vote transmission and facilitate the timely consolidation of electoral results. Such difficulties reflect, moreover, the inopportune nature of the judicial resolution that modified the electoral rules when the elections had already been legally convened, as well as the problems of administration and management by the electoral body, whose capabilities have been compromised on this occasion.
Once the final vote count is concluded, and considering the complexity and unusual nature of this process, the Supreme Electoral Tribunal should consider, with respect to the acts of serious and evident inconsistencies, the need to adopt measures to clearly identify the will of the electors expressed in those voting centers. The decisions taken on this issue should be taken in a clear procedural framework, to the satisfaction of the actors in the process.
The Mission thanks all those who have been involved in this stage of the electoral process for their collaboration in the tasks of observation, as well as the Supreme Electoral Tribunal for its unrestricted cooperation in the exercise of our duties.
The EOM/OAS, present in the country from the first days of February, will continue to accompany this phase of the process to its conclusion.
