Regional Authorities to Meet in Mexico to Advance Agreements to Combat the Illicit Manufacturing and Trafficking of Firearms

Representatives from member states, international organizations, observers and civil society will participate on April 4 and 5 in the IV Conference of States Party to the Inter-American Convention Against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives and other Related Materials (CIFTA) that will take place in Mexico City.
During the meeting, participants will seek agreement on a Course of Action to guide the countries' efforts towards the full implementation of the CIFTA in the 2018-2022 period through concrete actions on areas such as:
• Firearms marking and tracking
• Imports and exports: monitoring and controlling the international trade in firearms
• Legislation and regulation to ensure full implementation of the CIFTA and facilitate its compliance
• Strict safety and oversight measures for managing arms, ammunition, and explosives
• Border control: Police and judicial cooperation and exchanges of intelligence information
The Conference’s agenda also includes the analysis of experiences by other international organizations to combat illicit trafficking of firearms; national efforts and cooperation in firearms marking and tracing, stockpile management and destruction; the establishment of a hemispheric roster of confiscated firearms, ammunition and explosives; the use of new technologies in the production of firearms and cybercrime; the reduction of illicit firearms flows in accordance with the 2030 Agenda; collaboration between the firearms industry and national authorities; and civil society participation in efforts to fight illegal firearms trafficking, among others.
The CIFTA was adopted in 1997, and is the first binding treaty on the subject. To date, all member states have signed the Convention and 31 have ratified it.
