Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, chaired a meeting today between OAS member states, observer countries accreditedto the Organization, and the Minister of Foreign Affairs of El Salvador, Hugo Martínez, in the context of the forty-first regular session of the OAS General Assembly, taking place in El Salvador. They exchanged views and information on the theme of this OAS summit—Citizen Security in the Americas—with emphasis on cooperationby observer countries inthe priority effortsof the hemispheric organization in this area. Secretary General Insulza thanked the observer countries for their contribution of a focus on strengthening institutions in the region "to make it a more just, more secure, and more democratic environment."
