Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

OAS and Electoral Authority of the Mexican State of Nuevo León Sign Cooperation Agreement

The Organization of American States (OAS) and the State Electoral Commission (CEE) of the Mexican state of Nuevo León today signed an agreement to strengthen cooperation between the two entities on electoral matters. The Memorandum of Understanding was signed by OAS Secretary General José Miguel Insulza and the Commissioner President of the Nuevo León State Commission, Eduardo Guerra Sepúlveda, in the office of the Secretary General in Washington, DC.
Secretary General Insulza said that to the OAS “it is very important to sign this agreement” since the CEE of Nuevo León “has great experience in electoral matters and has a very efficient and effective professional service.” For his part, Commissioner President Guerra Sepúlveda asserted that it is “a great honor” for the CEE to sign this agreement, since it will allow it “to continue working at large” with the OAS. “Until today the experiences we have had have been very satisfying, and I believe that much progress has been achieved in the area of security in electoral processes,” he added.
The agreement will allow the OAS to continue cooperating on the strengthening of electoral institutions in the region in areas such as quality management, electronic voting, electoral organization and training, and in the implementation of institutional campaigns. On the other hand, the CEE will provide support in the areas of analysis and studies on the implementation of electronic voting and/or mechanisms that seek to facilitate vote counting and the transmission of results of electoral processes; the strengthening of electoral processes and registration systems, through the implementation of quality management programs and information security; and the development of training and consulting programs on the implementation of electoral processes and institutional campaigns.
