OAS Permanent Council Adopts Declaration to Cooperate on the Challenges and Opportunities of Migration

In the framework of the commemoration of International Migrants Day, the Permanent Council of the Organization of American States (OAS) today adopted a declaration expressing the commitment of the member states to continue “to protect the safety, dignity, human rights, and fundamental freedoms of all migrants, regardless of their migratory status, addressing the special needs of migrants in situations of vulnerability.”

The Declaration "Inter-American Cooperation to Address the Challenges and Opportunities of Migration" also condemns "acts and manifestations of racism, discrimination, xenophobia, and related forms of intolerance against migrants;" and expresses its commitment "to combat migrant smuggling and trafficking in migrants."

Likewise, the document affirms the commitment of countries to “continue taking joint steps to reduce and eliminate the causes and factors that give rise to irregular migration” and states the importance “of continuing to strengthen dialogue, cooperation, and coordination on migration issues in the inter-American system.”

Carlos Alberto Calles, Permanent Representative of El Salvador, the country that proposed the declaration, said that the text represents "a way to convey a positive message about our vision of migration, the concern and attention of the common challenges we face and the importance of coordinating efforts and optimizing resources among the organs, agencies and entities of the OAS that deal with issues of migration."

The declaration, adopted by acclamation, was co-sponsored by the delegations of Belize, Colombia, Ecuador, Guatemala, Guyana, Honduras and Mexico.
