Applications for the International Course on Public Policies on Human Rights Are Now Closed

The application period for the fourth International Course on Public Policies on Human Rights closed on June 12, 2019. The Mercosur Institute for Public Policies on Human Rights (IPPDH) is running the course in partnership with the Inter-American Commission on Human Rights (IACHR).

The IPPDH and the IACHR wish to thank the 4,021 people who applied from all over the Americas to take part. A team of representatives from the two institutions is currently evaluating the applications.

This initiative is based at the IPPDH International School, which provides training for state actors working in the fields of human rights and MERCOSUR public policy. It is part of the IACHR Strategic Plan 2017–2021, which established a program to promote public policies to strengthen respect for human rights as a core aspect of the process of building countries’ capacities to implement inter-American human rights standards.

The aim of the International Course on Public Policies on Human Rights is to provide training on the human rights-based approach to public policy for people from the region who work in the field. The course examines experiences in implementing the human rights approach and the challenges this poses to state institutions, working from a perspective that recognizes the progress that has been made on this in the Americas and the obstacles that still remain. The program combines theoretical and hands-on training around international human rights law, the Inter-American System for the Protection of Human Rights, the social sciences, and public administration. It will include high-impact practical experiences relating to guaranteeing the rights that have been implemented by states in the Americas in recent years.

• Deadline for applications: June 12, 2019
• Successful candidates notified: June 28, 2019
• Online course: July 30–October 29, 2019
• Optional on-site course on the IASHR: September 23–27, 2019
• Compulsory on-site course in Buenos Aires: February 10–14, 2020

A principal, autonomous body of the Organization of American States (OAS), the IACHR derives its mandate from the OAS Charter and the American Convention on Human Rights. The Inter-American Commission has a mandate to promote respect for and to defend human rights in the region and acts as a consultative body to the OAS in this area. The Commission is composed of seven independent members who are elected in an individual capacity by the OAS General Assembly and who do not represent their countries of origin or residence.

The IPPDH is a technical research organization in the field of public policies on human rights. Its strategic lines of work were approved by the Meeting of High Authorities on Human Rights and Foreign Ministries of the MERCOSUR (RAADH) and aim to help states guarantee human rights and guarantee compliance with their related obligations, which are at the core of the MERCOSUR integration process. Its structure was designed to fulfill its functions of research, training, technical advice in the formulation of public policies, as well as the promotion of human rights.
