Former Costa Rican President Dr. Miguel Angel Rodríguez takes office on September 15, 2004, as OAS Secretary General. The OAS Permanent Council will hold a special meeting on September 23 to mark the occasion.

Results of the V meeting of the PCC.I

The V Meeting of Permanent Consultative Committee I, Telecommunication Standardization (PCC.I) took place in Asunción, Paraguay, on August 3-6. During the meeting there were two workshops a) Workshop on IP Services, which addressed technological aspects, examined factors related to regulation and public policy and it also studied the economic impact that the introduction of new generation networks would have on the industry; b) Workshop on Next Generation Networks where there was the opportunity to mention various factors to be considered in introducing the new technology networks to be used in providing services in convergence environments.

Florianópolis To Host Premier Standards Body

Inter-American proposals for the WTSA-04

CITEL is actively working on the preparation and consolidation of views of the Region regarding the World Telecommunication Standardization Assembly (WTSA-04) Agenda items. The first part of the inter-american proposals (IAP) for the WTSA-04 has already been sent to the ITU.

The background of CITEL as it is today

Although interest in inter-American telecommunication affairs dates back 114 years to 1890, at the time of the First American International Conference, the predecessor of the current Organization of American States, OAS, it was not until 42 years ago, in 1962, that telecommunications experts of the Americas recommended to the organs of the OAS the creation of the Inter-American Telecommunication Commission, CITEL.

Courses on "Planning and Design of Mobile Cellular Networks” and “Project Costing and Evaluation Applied to Decision-Making”

The course “Planning and Design of Mobile Cellular Networks” covers the three technological generations of mobile cellular networks.  It explains how the technology was gradually consolidated and the ground laid for a series of transitions as new forms of services were developed.  The course also describes how greater efficiency was achieved in the technological phases that managed to improve quality and how increasingly stringent operating procedures were established. The course “Project Costing and Evaluation Applied to Decision-Making”  looks at the economic and financial side of projects, which are first developed as technical ideas, but only become feasible after they have passed through an economic and financial “sieve.”

New authorities in CITEL

From September 3, 2004, the Deputy Chair of the Permanent Executive Committee of CITEL (COM/CITEL) will be Mr. Carlos Cancelli from the Secretariat of Communications of Argentina.

Successful launch of Amazonas satellite

Brazilian company Hispamar’s first satellite, “Amazonas,” was successfully launched on August 4 by International Launch Services’ Protón rocket from the Baikonour Cosmodrome in Kazakhstan.

Digital television course

The Telecommunication Training and Research National Institute  –INICTEL, with the Technical Regional Telecommunications Commission  – COMTELCA, developped with success in Managua, Nicaragua, August 2 to  of 2004, an international course on “Digital TV. Thirty eight participants from the media sector of Costa Rica, Honduras, Guatemala and Nicaragua attended  this course .

Change of authorities in the office of the Assistant Manager Telecommunications Sector ICE

From August 10, 2004, Mr. Claudio Bermúdez Aquart will hold the position of Assistant Manager of the Telecommunications Sector of the Instituto Costarricense de Electricidad (ICE) for a legal period of six years.

New Chair of the Board of INDOTEL

From August 16, 2004, Mr. José Rafael Vargas, has been designated as Secretary of State, Chair of the Board of the Telecommunication Dominican Institute (INDOTEL).

VI meeting of PCC.II will be held in Costa Rica

The VI meeting of PCC.II will be held in Costa Rica about the middle of the year 2005, thanks to the kind offer of the above mentioned Administration. The date will be established at the IV meeting of this Committee next december.

CITEL signs Cooperation Agreement with 3G Americas

On August CITEL signed a Cooperation Agreement with 3G Americas to further the harmonious development of telecommunications in the Americas. 3G Americas is a wireless trade organization for the promotion and facilitation of the successful deployment of the GSM family of technologies. 

Caribbean Disaster Emergency Response Agency report on situation in Grenada

Two radio stations have come to the rescue of Grenada to fill the void left by the absence of the Grenadian broadcast media.
