results of the III meeting of the Permanent Consultative Committee II:
Radiocommunications including Broadcasting |

The III Meeting of Permanent Consultative Committee II:
Radiocommunications, including Broadcasting, was held from July 19-22,
2004 in Orlando, United States.
This meeting was chaired by Venezuela and
vice-chaired by Argentina, Mexico, and, representing the Caribbean
countries, Jamaica. Delegates from 19 CITEL administrations
participated and significant progress was made in each of the working
groups currently forming part of this Consultative Committee, which
focuses on the planning and efficient use of the radio frequency
spectrum and satellite orbits for radiocommunication services,
including broadcasting.

USTTI-CITEL Dialogue
on Voice over IP |

No other recent technology has demonstrated the
power to completely transform the telecommunications industry in both
the developed and developing world as has Voice over Internet Protocol
(VoIP). The transition from traditional telecommunications networks to
IP technology affords the possibility for citizens around the globe to
access a wider range of communications services at significantly lower
costs. Governments and businesses everywhere are evaluating this
transformation and the ways in which Voice over IP technology is
challenging existing business models and regulatory frameworks. To
assess the impact of VoIP on the region, leaders from throughout the
Americas joined together via videoconference on August 3, 2004 for an
international dialogue.

Workshop on Next
Generation Networks |

On Wednesday August 04, 2004, the Working Group on
Standards Coordination (WGSC) and the Working Group on Advanced
Network Technologies and Services (WGANTS) held a joint workshop to
address the issue of Next Generation Networks (NGN). This joint
workshop brought together experts from PCC.I and ITU-T on the topic of
Next Generation Network to discuss technical, and standards aspects
issues related to NGN. The objective of the workshop was to bring to
the membership of CITEL the subject of NGN and identify the important

The Blue Book on "Telecommunications Policies for the
Americas" originated at the Regional Conference of the
International Telecommunication Union on Telecommunications
Development in the Americas Region, held in Acapulco in 1992, at which
recommendations were adopted to promote the telecommunications sector
throughout the region.

Development
Community Centers based in telecenters |
Ecuador -
CONATEL has as its responsibility to implement the "Development
Community Centers based in telecenters". With this objective is
interested in selecting an operator to provide telecommunication
services in rural and marginal urban areas of the country. To inform
on details of the process, interested parties are invited to a meeting
that will take place on Wednesday, August 17, 2004, from 9:00 am to
1:00 pm in the National Secretariat of Communications, Diego de
Almagro N31-95 and Alpallana, Zeus Building, second floor.

Mr. Oscar Stuardo Chinchilla Guzmán,
announced that from September 18, 2004 all telephones and cellular
will have 8 digits in Guatemala.
