Preparation of the Plenipotentiary Conference of the ITU

The XX Meeting of the Working Group to Address Regional Preparations for World Conferences and Meetings shall take place in Washington DC, United States of America on August 10 to 11, 2010.

The goal of the meeting is to consider and set out the views of member states on the Plenipotentiary Conference 2010 (PP-10) of the International Telecommunication Union (ITU) documents and issues, in addition to considering new proposals for the conference and review the Inter-american proposals (IAP).

The Plenipotentiary Conference is the top policy-making body of the ITU. Held every four years, the Conference:

  • sets the Union's general policies,
  • adopts four-year strategic and financial plans and
  • elects the senior management team of the organization, the members of Council and the members of the Radio Regulations Board.

The Plenipotentiary Conference is the key event at which ITU Member States decide on the future role of the organization, thereby determining the organization's ability to influence and affect the development of Information and Communication Technologies (ICTs) worldwide.

The draft agenda for the meeting is:
 

1.        Approval of Draft Agenda.

2.        Review of WTDC Results.

3.        Discussion of issues pertinent to PP-10 emerging from WTDC.

4.        Brief Review of Status of IAPs.

5.        Reports of other international or regional meetings.

      66.         Overview of proposals of other Member States.

7.         Updates from Focal Points and discussion of common views on PP-10 matters:

a)   Status of Existing Resolutions, Decisions and Recommendations (Rapporteur: Mario Canazza, Brazil)

b)   Strategic Plan Development (Rapporteur: Bruce Gracie, Canada)

c)   Financial and related management matters (eg. Financial Plan, contributory unit, Financial Regulations Working Group, Human resource management etc) (Rapporteur: Bruce Gracie, Canada)

d)   Other Stakeholders and follow-up to Resolution 141 (Rapporteur: Facundo Fernández Begni, Argentina)

e)   World TELECOM (Rapporteur: Facundo Fernández Begni, Argentina)

f)    Stability of the Basic Instruments, including definitions and terminology matters and the direction of the CS/CV (Rapporteur: Janis Doran, Canada)

8.         New issues and identification of focal points for common views.

9.         Progression of the work on common views up to PP-10.

10.      Structure of the Conference and regional representation.

11.      Timeline for the work, future meeting and coordination at the Conference.

12.      Other business.
