Scholarships of OAS/CITEL for telecommunication courses

At present 74 scholarships have been awarded the OAS / CITEL telecommunications courses in 2010.

The online application form must be completed on-line and can be accessed at:  http://www.educoas.org/portal/en/oasbecas/onsite.aspx?culture=en&navid=282  here you’ll find the announcements of all the onsite courses, click in the one you are interested in, go though the end of the page, and then you’ll find the Continue button which will direct you to the online application form.

Once the applicant has completed the online application form and submitted it, a copy will be sent automatically to his/her e-mail account. This completed form must be printed, signed and submitted to the National Liaison Office (ONE) with all other forms (http://www.educoas.org/portal/en/oasbecas/formspd.aspx?culture=en&navid=282)

ANNEX

Announcements of scholarships open at present

1. Course “IP Network Design”. Offered by the Centro de Innovación Tecnológica [Center for Technological Innovation] – Engineering Department, National University of Asunción, with support from the Japan International Cooperation Agency (JICA), the national telephony operator, Paraguayan Communications Company (COPACO), and the National Telecommunication Commission (CONATEL), Paraguay’s telecommunication regulatory body.

Number of scholarships: FIVE (5) fellowships:

• OAS/CITEL will cover the cost of round trip economy air fare between the country of origin and the study site for the scholarship recipients selected. 2

• CITEC-FIUNA will cover the cost of registration and tuition, books and/or materials, local transportation, accommodation in the institution’s facilities, and lunch.

Application deadline: August 6, 2010 in Washington, D.C., United States. The deadline for applications to the National Liaison Office (ONE) differs from one country to another, and therefore it must be confirmed with the ONE in the applicant’s country of origin or permanent residence.

Duration: Five (5) days

General Objectives: To provide participants with fundamental concepts of IP network design, as well as trends in this area.

Specific Objectives:

• To impart the theoretical fundamentals of IP network design and the application of criteria for such systems.

• To conduct laboratory practical exercises in CITEC-FIUNA with design-related systems.

• To visit COPACO, the national telephony operator, and/or a local operator to observe design-related performance in the field.

2. Course “M10-340- Disaster Communications Management” Offered by the Regional Training Center of CITEL United States Telecommunications Training Institute (USTTI).

Number of fellowships: FIVE (5) fellowships as indicated:

OAS/CITEL will cover round trip economy class air tickets from country of origin or residence to Washington, DC, United States of America. Funds for terminal and in-transit expenses are NOT provided USTTI will provide a stipend of $400.00 to offset hotel and living expenses, as well as waiving the $150.00 administrative fee.

Application deadline: September 17, 2010, in Washington, D.C., United States. The deadline for applications to the ONE differs from one country to another, and must therefore be confirmed with the ONE in the applicant’s country of origin or permanent residence.

Course date: October 18 to 22, 2010

Venue: Washington, DC, USA

Duration: 1 week

General objectives: The course is designed to address telecommunications needs for mitigating the effects of natural and manmade disasters in which normal communications are often disrupted by physical damage, system overload, weather conditions, or natural features such as terrain.

Site selection, planning and design considerations, and the purposes and uses of Emergency Operations Centers (EOCs) will be featured, along with the requirements for interfacing between EOCs and government officials, public safety operations, public and government media, emergency medical response and radio amateur networks. Participants will tour several types of ECOs, communications centers and commercial television facilities. Special focus will be on methods of tracking and exchanging critical information prior to, during and after an emergency, including use of computerized maps, data management, modeling and communications. The course will cover vulnerability assessment and telecommunications infrastructure development requirements for disaster prone regions, and operational issues such as emergency access to telephone central offices and reordering of existing radio networks.

3. Distance learning course on “Technical and economic evaluation of FTTH networks vs. XDSL networks.” Offered by the Regional Training Center of CITEL and the Node of the ITU Excellence Network. School of Engineering and Technologies of the Catholic University of Uruguay.

Number of scholarships: 15 (15) fellowships for the full registration fee are being offered.

General Objectives: To transmit to participants the basic know-how needed for them to understand Fiber to the Home (FTTH) access and xDSL technologies. To be able to compare these technologies from a technical and economical point of view.

4. Distance learning course “IP TV and next generation networks”. Offered by the Regional Training Center of CITEL and Node of the ITU Excellence Network:: Universidad Nacional de Ingeniería - Unidad Ejecutora 002 INICTEL-UNI (INICTEL-UNI).

Number of scholarships: Fifteen (15) fellowships, covering the full registration fee.

Deadline for receipt of applications September 10, 2010 in Washington, D.C., United States of America. The deadline for submitting applications to the ONE differs from country to country and should therefore be confirmed with the corresponding ONE in the country of origin or permanent residence.

Dates of the course: October 4 to November 19, 2010

Duration: Seven (7) weeks

Language: Spanish

General objectives Conduct a comprehensive study of the distribution of digital television in an environment based on IP and the analysis of the various protocols used in networks for the deployment of IP television (IPTV).

5. Course “e-Government for Development: Strategies and Policies (M10-243)” Offered by the Regional Training Center of CITEL United States Telecommunications Training Institute (USTTI).

General objectives: The curriculum is intended to provide country government officials with the tools to best introduce electronic government in central and local governments in a way that is coherent, prioritized, interoperable, secure, efficient, EU- and WTO-compatible (where indicated), of benefit to all stakeholders and realistic in light of economic and institutional realities within a given country. Another important outcome will be to create a global community of e-Government leaders who will continue to share experiences, knowledge, and resources with one another following the seminar for the greater benefit of all.

6. Telemedicine and Distance Learning Synopsis and Applications” Offered by the Regional Training Center of CITEL United States Telecommunications Training Institute (USTTI).

General objectives: This course, taught by leaders in the telehealth and telemedicine field, is designed for participants who want a more in-depth exposure to advanced telemedicine and distance learning applications and a better understanding of the United States federal and non-governmental telemedicine activities.

The purpose of the course is to highlight the use of teleconferencing networks, Internet applications, multimedia education tools and other advanced applications for the provision of health care services and education at a distance. In addition, this course provides the participant with a unique opportunity to learn about a large US federal Agency that specifically deals with some of the most difficult health care challenges facing the world; e.g., HIV/AIDS, maternal and child health. Based on extensive experience with OAT telemedicine and distance learning grantees, "best practice" models for both clinical and technological procedures using telemedicine have been developed. Course participants will be introduced to these models by some of the leading practitioners in the field. Participants will have ample opportunity to interact with these leaders, and hopefully develop ongoing partnerships to enhance their resource network upon returning home.
