Seminar on spectrum requirements for broadband deployment
The day before the PCC.II meeting, on November 9, 2009, will take place the Seminar on Spectrum Requirements for Broadband Deployment. Please find attached a draft agenda. At this Seminar, the following topics will be discussed:

• Status of mobile broadband deployments: A current market update will be provided on North, Central and South America networks as well as a worldwide snapshot.

• Mobile broadband spectrum requirements: The seminar presenters will discuss how the increasing demand for mobile broadband applications and the great variety of powerful mobile devices require a quick response from the wireless operators that will need to maximize the spectrum available. Seminar presenters will also discuss the spectrum requirements and recommendations for the near future found in ITU-R Report M.2078, “Estimated spectrum bandwidth requirements for the future development of IMT-2000 and IMT-Advanced”.

• Market Analysis: We will study the effects of spectrum policy and regulations including spectrum licensing, the spectrum caps impact, the effects of regulations on innovation and technical efficiency of networks and some spectrum practices outside the Americas.

XIV Meeting of PCC.II: Radiocommunications including Broadcasting
The XIV Meeting of the Permanent Consultative Committee II: Radiocommunications including Broadcasting (PCC.II) will be held at the OAS headquarters in Washington, DC, United States of America, from November 10 to 13, 2009.  In this meeting, among others the following aspects will be considered: continuation of preparation for the World Radiocommunication Conference of 2012,  Broadband Power line communication, Implementation of digital divide in the 700 MHz band, Harmful interference from non authorized satellite network transmissions, technical and Regulatory Aspects Related to the Effects of Electromagnetic Non-ionizing Emissions (NIR), available frequencies for emergency situations and use of Integrated Systems as an emerging element of Next Generation Networks (NGN).

OAS Hemispheric Workshop on the Development of a National Framework for Cyber Security
The “OAS Hemispheric Workshop on the Development of a National Framework for Cyber Security,” will be held in Rio de Janeiro, Brazil from November 16 to 18, 2009.

The workshop will thus provide a discussion-oriented forum for exchanging expertise, information, experiences, ideas, and innovative approaches for more effectively addressing cyber security at the national level. Each national delegation will be encouraged during the course of the workshop to prepare a draft action plan for establishing, developing and/or implementing a national framework or strategy for cyber security in their respective country.

 Experience of México in disaster prevention and mitigation

This process should determine critical elements, identify threats and vulnerabilities, assess impacts and evaluate risks. Following these steps, actions can be taken to mitigate vulnerabilities and reduce risks. Finally, government policies and strategies can be defined.

Ecos indigenas [ Indigenous echoes] the voice of diversity: The first multicultural radio in the world

In 2004 the initiative PI-MEDIA (Pueblos Indígenas – Medios Digitales- Indigenous people- digital media) was created with the goal of designing and developing information projects to circulate information on the indigenous people of Mexico, using the Information and Communication Technologies. One of the results of the initiative, is the creation of an indigenous radio station of global impact in Internet that was called “Ecos Indígenas. La Voz de la Diversidad "Indigenous echoes: the voice of diversity". In 2008 the project was launched from Durango, México, with the participation of the President Mr. Felipe Calderón Hinojosa. In its first phase 10 stations are transmitting. In 2009 9 stations have been added to the system and the signal of "Indigenous echoes" is strengthened.

Number portability implementation scenarios

Number portability enables:

  • Fixed telephony users to switch from one geographical are to another;

  • Fixed and mobile telephony users to change service providers without changing their phonebook number (for fixed telephones) or their cell phone number or their MSISDN.

As a result of this liberalization of the telecommunications market, number portability makes it possible for these numbers to belong to the subscriber.

WiMAX ­IEEE 802.16

The main characteristics of IEEE 802.16/WIMAX are the following:

  • Carrier frequencies low at 11 GHz. At the moment the frequency bands considered are: 2.3GHz, 2.5 GHz, 3.5 GHz and 5.7 GHz.

  • OFDM. The specifications of 802.16 are basically built on the transmission technique OFDM known because of its high efficiency in the use of radio resources.

  • Data speed. A reasonable value regarding the speed is 10 Mbps. Some reports give more ambitious data achieving 70 Mbps and 100Mbps. These values are reached in ideal conditions of the radio channel and for systems with very low load. So this makes these values very optimistic.

  • Range. Up to 20 Km, a little less for indoor equipments.

Colombia: Satellite Audiences
The Ministry of Information and Communications Technology hereby informs all those interested in Public Bid No. 003 of 2009 of the Information and Communications Technology Fund, whose purpose is the “design, manufacture, launch, and evaluation of the performance in orbit of the media satellite system of Colombia (SATCOL),” that on September 25, 2009, the above-mentioned process was opened with the publication of the terms and conditions of bidding. Colombia: Entities to Upgrade to E-Government: Office of the Prosecutor General
The Office of the Prosecutor General of the Nation is ordering all Colombian governmental entities to comply with the phases and deadlines established for the adoption of the E-Government Strategy, whose aim is to help build a more efficient, transparent, and participatory state that provides citizens and companies with better services through the use of information and communication technologies. Chile: Government Will Fast Track the Internet and Net Neutrality Act to Protect Users’ Rights
This initiative has already been passed unanimously by the Chamber of Deputies and approved in principle by the Senate.  An attempt is now being made to step up the enactment process. The bill would enshrine the rights of web users to surf freely without content blocking or content discrimination, and to demand service quality.   The neutrality concept is in keeping with the measure recently proposed in the United States. "We want a free, open, and competitive Internet."  With this statement, Deputy Secretary of Telecommunications Pablo Bello confirmed that the government would fast track the Internet and network neutrality bill now before the Senate, to enshrine the rights of users to surf the Internet freely without content blocking or content discrimination by Internet service providers. Brazil: Anatel Proposes Improvements to its Radio Amateur Regulations
The National Telecommunication Agency (Anatel) is submitting to the public for comments and suggestions the draft amendments to the Regulamento do Serviço de Radioamador [Radio Amateur Service Regulations], adopted by Resolution 449, of November 17, 2006. The aim is to extend the period for radio amateurs holding a Radio Amateur Station Operator Certificate to migrate from Class D to Class C. (Anatel, 15 September 2009)

Bermuda: WITSA Global Public Policy Summit
On November 1-3, 2009 the World Information Technology Services Association ‘Global Public Policy Summit’ takes place at the Southampton Princess in Bermuda. The Summit, being hosted by WITSA and the Business Technology Division of the Bermuda Chamber of Commerce, is a flagship event for WITSA and has the theme ‘Business Technology: An Enabler in your Economy’. The Summit will be preceded by a pre-conference Workshop concentrating on the Caribbean and Latin American regions and dealing with innovation, incubators, venture capital and the role of associations in developing the IT sector.
