XXI Meeting of the
Permanent Executive Committee of CITEL

The XXI Meeting of the Permanent Executive Committee
of CITEL (COM/CITEL). This meeting will take place
at OAS headquarters in Washington, D.C., United
States, from December 7 to 9, 2009. Among the issues
to discuss we highlight: Adoption of the
Annual Report on the activities of CITEL;
Approval of the 2010 Plan of Operations (activities,
budget, and scheduling of meetings to be held in
2010); Joint CITEL/ITU activities in the
Region; Proposed amendments to the Statute and
Regulations of CITEL; Examination of OAS General
Assembly Resolutions with impact on CITEL; Report on
the status of the CITEL cooperation agreements;
Report of the V Summit of the Americas; Preparations
for the V Assembly of CITEL; Report of the Steering
Committee; Situation of the associate members; Date,
agenda, and site of the next meeting. |

Regional Preparations for World Conferences and
Meetings |

The Seventeenth Meeting of the Chair of the
Conference Preparatory Working Group to Address
Regional Preparations for World Conferences and
Meetings (WGCP) will be held in Washington, D.C.,
United States, from December 7 to 9, 2009. At the
meeting we will continue with the Preparation of the
World Telecommunication Development Conference
(WTDC-10) to be held May 24 to June 4 in Hyderabad,
India and also with the Preparation of the
Plenipotentiary Conference (PP-10) to be held 4 to
22 October 2010 in Veracruz, México. |

National Program for the Information Society (PSI)
that depends of the Secretariat of Communications of
Argentina is developing a project of indigenous
digital inclusion that is briefly described in
this document. it also does activities of training
in Web 2.0 tools and ICT and is considering the
possibility of developing a Web page for all
indigenous people in the country. |

Convergence of
services and networks

In the mid-1990s, we were introduced to a new
technological reality resulting from the emergence
of the Internet protocol (IP), based on the
possibility of integrating telecommunication
networks via the Internet, moving from different
protocols for voice and data service provision
(e.g., X.25, ATM, or Frame Relay) to the possibility
of integrating different services via a single
protocol (IP). It ultimately meant the very
possibility of using a single network to provide
different services. |

Brazil : Has recorded over 166 million mobile
phones |
|
|
With 1,581,771 subscribers in September (growth rate
of 0.96%), Brazil has now reached the figure of
166,120,788 personal mobile phones, accounting for a
density of 86.7 phones per 100 inhabitants. Growth
the first nine months of the year is the second
highest in history, after the growth recorded in
2008 (see table). Of total access, 136,562,865
(82.21%) are prepaid subscribers and 29,557,923
(17.79%) are postpaid. (Anatel, 21 October 2009) |

Brazil : Anatel adopts new rules for
universalization |
|
|
The Executive Council of the National
Telecommunication Agency (Anatel) adopted the Plan
of Goals for the Universalization of Switched Fixed
Telephony Service in Localities of Less than 100
Inhabitants (PMU II) and the Regulations to Support
and Monitor the Obligations of Universalization.
The proposal adopted by PMU II enlarges access to
Public Use Terminals (payphones), with the
installation and maintenance of these terminals in
localities of less than 100 inhabitants. For this
purpose, resources from the Fund for the
Universalization of Telecommunication Services
(Fust) shall be used. It is estimated that about
8,760 localities shall benefit from this throughout
the national territory in three years. (Anatel, 9
