Emergency
Telecommunications Services

The purpose of emergency telecommunications services
is to facilitate communications during emergency
situations as well as to provide emergency response
and recovery operations for restoring the community
infrastructure and for returning the population to
normal living conditions after serious disasters and
emergency events. As emergency telecommunications
covers all communications services, including voice
and non-voice, data, location, etc., a number of
challenges and considerations need to be addressed
in defining and establishing the functional
capabilities for emergency telecommunications
services in NGN. Many different standards
development activities will be involved in the
establishment of a global emergency
telecommunications capability. |

Characteristics of VoIP

VoIP
is not a replacement for the traditional telephony
provided by the Plain Old Telephone Service (POTS)
network. In fact, by the moment IP telephony relies
on the local exchange network in order to operate.
The architectural differences between the VoIP
system and the traditional telephony system are
substantial. The Open Data Networks (ODN) model has
been the basis of the Internet, and is characterized
by the fact that it separates components into four
layers that allow for component substitution at each
layer providing flexibility to easily introduce new
standards that can compete with existing standards.
Its architecture shares many similarities with the
model of general-purpose computing such as,
distributed intelligence, modularized components,
interoperability and general purpose functionality. |

mechanisms of security provided by IMS has as a goal
to secure the security aspects (integrity,
confidentiality and protection from attacks of
denial of service) in different relationships that
are established within IMS.
The mechanisms of security in IMS are part of the
mechanisms of security defined by TISPAN for NGN
networks. |

Colombia: 1. Number of internet subscribers in
Colombia climbs to three million |
|
Colombia recorded an 8% growth in the number of
fixed and mobile Internet subscriptions in the third
quarter, reaching 2,966,776 Internet subscribers,
with revenues of $133.952 million. During the third
quarter 219,960 new connections were also recorded,
according to the Quarterly Report on Connectivity of
the Communication Regulations Commission (CRC).

Chile: Government to demand transparent discounts
for pre-paid and post-paid users without distinction |

Within the framework of the Consumer Act, the
Secretariat for Telecommunications and Sernac will
require mobile operators to offer a discount for all
customers affected by the service outage that
occurred between Tuesday and Wednesday this week,
without any distinction. "There cannot be a system
of first-class and second-class customers. All users
have equal rights regardless of how they pay,"
Secretary of Telecommunications, Pablo Bello,

Consultation 40, which proposes changes to the
Regulation on Channeling and Terms of Use of the
Radio Spectrum on the 148 MHz to 174 MHz Band. (Anatel,
