Mobile Coverage Information
System |

During the XIV meeting of the Permanent Consultative
Committee I, , Telecommunications (PCC.I) Resolution
PCC.I/RES. 154 (XIV-09) was approved to accept the
contribution of the Peruvian Administration of
placing at the disposal of CITEL the “Mobile
Coverage Information System,” where the description
may be found in the link below, so that it may be
used by those administrations that request to do so.
This is a tool has been developed by the Organismo
Supervisor de la Inversión Privada en
Telecomunicaciones (OSIPTEL). More information will
be provided. |

Regulatory Accounting Guide

The objective of this guide is to support National
Regulatory Authorities (NRAs) in the implementation
of cost accounting models and in the development of
regulatory policies. The guide refers to the use of
best practices and is divided into a step-by-step
approach to building a cost accounting model. Since
cost accounting models and accounting separation are
ex ante obligations imposed on Significant Market
Power (SMP) operators, this guide also provides a
methodology to help identify markets, SMP operators
and the different typologies of anticompetitive
behavior, which should be carried out prior to the
imposition of ex ante regulation. |

The technological revolution obliges us to rethink
the industry

Two
types of convergence environments are generally
recognized. Convergence in platforms is the most
widespread type and permits consumers to access
multiple services from a single platform. For
example, cable television networks permit the
provision of internet and telephony services in
addition to their original business, which is the
distribution of audiovisual signals. The integration
of services in telecommunication networks also
permits the distribution of video, in addition to
traditional telephony and internet services. Mobile
networks offer similar possibilities (see figure
below). |

The “Tele-health Network of the Americas” project
presented is a proposal for the integration of and
joint and collaborative efforts among
intergovernmental organizations, regulators,

background with a view to forming a tightly-knit and
experienced group available to provide support to

The term Identity management (IdM) is understood as
"management by providers of trusted attributes of an
entity such as a subscriber, a device, or a
provider." IdM promises to reduce the need for
multiple user names and passwords for each online
service used, while maintaining privacy of personal
information. Global IdM solutions will help diminish
identity theft and fraud. Further, IdM is one of the
key enablers for a simplified and secure interaction
between customers and services such as e-commerce. |

When
we want to establish a communication, the persons
use a physical media already determined. However, we
need to "define" the language we will use, the
volume of voice where we are comfortable according
to the environment noise, the audio capabilities of
both, the distance, etc. Unconsciously, we are
"testing" the channel with words that are not
necessary for the message that we want to transmit.
We verify the level of sophistication of the words
that we use, we confirm that is the right one for
the communication. We also confirm that the level of
attention of the other person and the exact moment
to send the main message. All this we do with our
"hello", comments on the weather, etc. |

Chile: MOP and SUBTEL advertise on highways use
of acronym in cellphones to contact family members
in the event of an accident |

After car accidents, valuable time can be wasted
before a family member of a victim or injured party
is contacted. Although the person involved in the
accident may have a cell phone, there is never a way
of knowing whom to call. The Assistant Secretaries
of Public Works and of Telecommunications, Juan
Eduardo Saldivia and Pablo Bello, respectively, and
the Central Highway authority, have promoted the use
of the international ICE (“In Case of Emergency”)
acronym to encourage drivers to add family members
or friends to the Contact List in their cell phones,
to be contacted in the event of an accident. (Subtel,

Brazil: Ginga Standard wins ITU approval |
|
Ginga-NCL is the first standard to be approved and
recommended by the International Telecommunication
Union (ITU) for interactive applications in IPTV.
Recommendation H.761 - "Nested Context Language (NCL)
and Ginga-NCL for IPTV services" was approved by the
Telecommunication Standardization Sector of ITU (ITU-T)
on April 29, 2009, as a result of proposals put
forward by the National Telecommunication Agency (Anatel).

Chile: SUBTEL extends deadlines for 3G auction |
|
The resolution establishes new dates for submitting
replies to queries by interested parties who
purchased the bidding documents and for the receipt
and opening of the bid envelopes or parcels. The
replies of the Office of the Assistant Secretariat
of Telecommunications to queries raised by
interested parties who purchased the bidding
documents for the advanced (3G) digital mobile
telephony public tender will be available between

Brazil: Anatel establishes procedures to ensure
portability of pre-paid telephones |
|
The National Telecommunication Agency (Anatel)
published in the Government gazette (Diário Oficial),
a decision of the Superintendency of Private
Services, aimed at guaranteeing number portability
for users of the Personal Mobile Service (SMP)
prepaid option in the event of inconsistencies in
the cadastral database. The decision establishes a
standardized procedure for handling portability
requests, with sufficient levels of security to
prevent fraud, until system-wide procedures are up
and running to unify the national cadastral database

Brazil: Certification Regulation published for
public consultation |

The National Telecommunication Agency (Anatel)
published for public comments the proposed
Regulation governing Certification and Approval of
Transmitters and Transceptors of Base Radio Stations
and Repeater Stations. The objective of the draft
regulation is to standardize procedures for
certifying and approving telecommunication products
and, technologically, to update the technical
requirements to be met in such procedures. The
equipment referred to in the regulation is that
referred to as Category II in the Rule Governing
Certification and Approval of Telecommunication
Products (Regulamento para Certificação e
Homologação de Produtos para Telecomunicações),
adopted by resolution 242, November 30, 2000. (Anatel,

ccTLDs Organization |

On 4 May 2009
LACTLD – Latin American and Caribbean
ccTLDs Organization
became an associate member of PCC.I.
LACTLD is a non-profit organization that brings
together the managers of the ccTLDs of Latin America
and the Caribbean with the goal of:
- Coordinate policies as well as development
strategies on domain names at a regional level.
- Represent the joint interests of the members
before the corresponding organizations.
- Promote the development of the region ccTLDs.
- Encourage the cooperation and exchange of
experiences among its members on all aspects
needed for the adequate operation of ccTLDs.
- Establish collaboration links with similar
organizations of other regions in the world.
