Workshop on “International Roaming Services: regional action plan and lessons learned”

On May 4, 2009, the day before the PCC.I meeting opens, a workshop will be held on “International Roaming Services: regional action plan and lessons learned,” jointly organized by CITEL and the Second Technical Working Group of the Initiative for Integration of Regional Infrastructure in South America (IIRSA) before the XIV meeting of PCC.I. The workshop will provide an excellent opportunity to bring together regional players that are interested in the issue: government officials from the communications and economic areas, operators, and consumer associations.

XIV Meeting of PCC.I
The XIV Meeting of the Permanent Consultative Committee I, Telecommunications will take place from May 5 to 8, 2009 in Cusco, Peru. PCC.I serves as a telecommunication advisory body of CITEL with respect to: coordination of standards for telecommunication networks and services with the aim of achieving the interoperability of such networks and services within the region; policy and regulatory matters arising as a result of the rapid evolution of telecommunications; initiatives for the introduction of technologies and services; conformity assessment procedures for telecommunication equipments; economic aspects and tariff principles of telecommunications services and coordination of regional preparations for specific ITU events, as appropriate, including the preparation of inter-American proposals (IAP) and common positions, and to conduct interregional consultations in preparation for such events.

Spectrum 20/20 Symposium

One June 1, prior to the XIII PCC.II meeting, a one-day radiocommunication symposium will be held in Ottawa Canada. Spectrum 20/20, organized by a body known as the Radio Advisory Board of Canada ("RABC"), is a well attended event from both the private and public sector aptly billed as the "premier radio communications event in Canada drawing senior spectrum, radio and telecommunications officials from around the world."

XIII Meeting of PCC.II
The XIII Meeting of the Permanent Consultative Committee II, Radiocommunications including Broadcasting will take place in Ottawa, Canada, from June 2 to 5, 2009. PCC.II serves as a technical advisory body of CITEL with respect to: coordination and harmonization of standards related to spectrum use; stimulation and fostering of the development of radiocommunication and broadcasting services; assistance in planning and efficient use of the radio spectrum and satellite orbits for radio services including broadcasting and coordination of regional preparations for specific ITU events, as appropriate, including the preparation of inter-American proposals (IAP) and common positions, and to conduct interregional consultations in preparation for such events.

Next Generation Networks – CDMA2000: evolving to continue the expansion of the wireless world

In today’s highly-competitive 3G market, wireless broadband drives future growth while voice remains an essential element.  The trend is to evolve beyond mobile voice and offer affordable, personal telephone, Internet and multimedia access without wires to urban, sub-urban and rural areas.  These services require a reliable and mature technology that offers a long-term evolutionary path - like CDMA2000, the world’s most widely-used 3G technology with more than 463 million subscribers worldwide, 276 commercial networks and 24 more networks in deployment.

ICTs and climate change: a key challenge for the future

One of the more important outcomes of the World Telecommunication Standardization Assembly (WTSA) held in Johannesburg, South Africa in October 2008 was the adoption of Resolution 73 on the subject of “Information and communication technologies and climate change”. The Resolution highlighted the need to continue, as a matter of high priority, to further develop the ITU-T work programme launched in late 2007, in order to contribute to the wider global efforts to moderate climate change as part of a concerted overall effort by the United Nations.

Costs related to the use of the transmission network

The transmission network provides carrier facilities for many services.  Because of this, it is necessary to learn about the costs related to this transmission network and how to calculate the cost of a transmission “unit” which would make it possible to subsequently calculate the transmission cost of a service.  On certain occasions, termination costs may involve costs of this kind.

Colombia: Colombian Social Satellite:  A Reality in 2012
By means of document CONPES 3570, the Colombian satellite project, SATCOL, which will make it possible to provide universal access to information and communication technologies (ICTs) and ensure broadband connectivity to close to 40,000 offices of government institutions throughout the country’s territory, was declared to be a strategic priority for the country. Colombia: Dominio.co:  a country resource for the development of Internet in Colombia and the world
On March 31, the Ministry of Communications is opening the bidding process to select the administrator of the domain “dominio.co”, to be in charge of promoting, administering and operating the technical aspects of this domain.  A domain is a combination of letters and numbers facilitating identification of an Internet address.  This initiative is aimed at reducing the number of procedures and also the price of acquiring a domain. Brasil: Deferment of suspension of articles of the Regulations for pay TV
The Board of Directors of the National Telecommunications Agency (Agência Nacional de Telecomunicações—Anatel) deferred for 30 days, as of March 30, 2009, the deadline for suspending the entry into force of articles 29, 30 and 32 of the Regulations for the Protection and Defense of the Rights of Subscribers to Pay Television Services, ratified by Resolution 488, of December 3, 2007. The decision was taken by means of Deliberative Circular 1,763, of March 27, 2009, and published in today’s Official Register as Resolution 526, of March 27, 2009. (Anatel, 30 March 2009)

Colombia: Up 5 positions in the rankings of the World Economic Forum’s Networked
Colombia now belongs to the group of countries with a performance that is higher than average in terms of the Networked Readiness Index Rankings, according to the World Economic Forum (WEF) in its Global Information Technology Report 2008-2009.  Last year, Colombia rose from position 69 out of the 127 countries included in the sample to position 64 out of 134 countries ranked in 2009. Colombia: Ministry of Communications provides free courses for administrators of Telecenters
The Ministry of Communications invites all the administrators of the Compartel Telecenters and other centers that have public access to ICTs to register for the virtual courses that shall be delivered free of charge via Internet from March 24 to April 24, 2009. Brazil: Anatel adopts a new indicator to measure the quality of service provided to users
Anatel established a new indicator to measure provider service quality for users, on the basis of requests made to the Agency’s Customer Service Center. The Service Performance Index (Índice de Desempenho no Atendimento—IDA) is aimed at motivating providers to improve their handling of complaints, so they will become more efficient in resolving problems filed by service users. The higher the performance in terms of meeting the goals set by Anatel, the higher the score given to the provider.  The IDA is available on the website of Anatel (www.anatel.gov.br), on the page entitled “Espaço do Cidadão” (Citizen Forum), on the tag “Informações e consultas” (Information and Queries), under the item “Ranking” and it shall be updated every month.
