The XIV Meeting of the Permanent
Consultative Committee I, Telecommunications will
take place from May 5 to 8, 2009 in Cusco, Peru.
Some of the main aspects that will be considered
are:

Study of standards
for Next Generation
Networks (NGN).

Issues relating to the
convergence of existing networks
to maintain
interoperability across the Region.
-
Study of network
infrastructure required to support secure,
high-performance, network based delivery of
personalized services.
-
Studies on the economic
aspects and tariff principles of the
telecommunications systems.
-
Security aspects related to
communication network development.
-
Recommendation of strategies
and best practices for the appropriate deployment
and provisioning of telecommunication services.
-
Analysis of strategies and
best practices to detect and reduce fraud in the
area of telecommunications.
-
Consideration of best
practices and experiences of the region as regards
attention to indigenous peoples and communities,
people with disabilities and areas and groups with
unattended needs.
On May 4, 2009, will be held
the Joint Workshop of the Initiative for the
Integration of regional Infrastructure in South
America (IIRSA) and CITEL on Regional Roaming where
the goal is to define a plan. |

Consultative Committee II, Radiocommunications

20/20 that is the premier radiocommunications event
of Canada where senior authorities on
radiocommunications, spectrum and telecommunications
meet. |

Transition versus
Implementation

For years we have been talking about the transition
from IPv4 to IPv6. Now time is running short. We
have a deadline of January 2011 and it is time to
discuss implementation, looking at the transition
from the point of view of the person responsible for
either a public or a private network. Given its
economic and operational repercussions, this
transition is a complex matter. Each case is unique
and, generally speaking, experiences are not fully
replicable. However, the fact is: not having a
short-term plan for that transition could have
consequences exceeding the possible costs of that
migration. |

Evolution of digital
terrestrial TV in the Americas Region

He
said
that in recent years, considerable progress had been
made in digital technologies. That had resulted in
significant changes in existing paradigms, with new
societal demands and higher quality levels. ICTs are
at the root of a society’s development, and
convergence is increasingly present in the
day-to-day lives of the man on the street.
Convergence has been observed in the field of
services, networks, and multifunction terminal
equipment, such as intelligent telephones, PDAs, and
other devices. In short, society is moving toward
the integration or convergence of services–voice,
video, and data–and the spread of types of terminal
equipment that are interchangeable among themselves
or can be connected to global networks. Given this
situation, broadcasting–both radio and
television–cannot remain on the sidelines of this
evolution, or better yet, revolution.

Talking Business! Digital
inclusion for workers, illiteracy, a 5 thousand year
old technology and an ICT sector initiative for
development

Businesses depend upon a five-thousand year old
technology called reading and writing.
Unfortunately, more than half the world’s workers
cannot absorb or transmit useful amounts of
information using the written word; they are
functionally illiterate. Information and
communications technology can fill the gap, make
these workers more productive, and offer a chance
for greater economic and social inclusion. We have
the technology, but making it work together in a
standardised way and developing appropriate
applications is a very big job that calls for
intensive long-term cooperation between the ICT
sector, governments and international organisations,
such as CITEL. The article proposes establishing a
sector-wide forum - tentatively called Talking
Business! - to tackle this problem.

constitutes a collection of views and experiences of

- VSAT Equipment Providers: manufacturers of the
technology.
- Satellite Operators: organizations that rent
bandwidth on satellite for Service Providers.
- Service Providers: purchase equipment from
VSAT Equipment Providers and lease satellite
segments from Satellite Operators.
- Users: those who contract VSAT satellite
communication services from Service Providers.

Colombia: Notification of the meeting to select

Peru: Signing of the Financing Contract for the
Wideband Project for Remote Localities |
|
At a ceremony in the Government Palace, in the
presence of the President of the Republic, Mr. Alan
García Pérez; the Minister of Transportation and
Communications, Mr. Enrique Cornejo Ramírez; the
Executive Director of ProInversión, Mrs. Cayetana
Aljovín; and the Technical Secretary of FITEL, Mrs.
Nora Gina del Pilar Tejada Vidal, the Financing
Contract for the Project “Provision of Wideband Data
and Voice Service for Rural Localities in Peru -
Wideband for Remote Localities – WBS” was signed
with the firm Telefónica del Perú S.A.A. The
project was developed by the Telecommunications
Investment Fund – FITEL and will benefit more than
1,658,000 inhabitants in 3,852 localities
nationwide: 3,010 localities with public telephone
service, 497 with subscriber telephony, and 1,019
with Internet access. The company awarded the bid
will have a period of 19 months from the signing of
the contract to complete installations.

Colombia: Ministry of Communications will issue
new radio spectrum permits |
|
The Ministry of Communications will grant spectrum
permits in the 1,900 MHz band in order enhance
Colombia’s position in the international
environment, by providing major incentives for
investments in massive expansion of broadband,
mobile Internet and the provision of data services,
in georeferenced tourism and logistics services,
mobile banking, and in other areas. With that in
mind, the Ministry is publishing the attached draft
decree for comments by interested parties. It
includes mechanisms for the granting of new permits
and the requirements for applying for them.
