Seminar on “Regional infrastructure and interconnection”

The seminar to take place on September 28, 2009 in Bariloche, Argentina, proposes the challenge of exploring the different elements linked to infrastructure development and peering agreements, identifying the different players and the influence of infrastructure costs on Internet access services. It will also identify the potential areas of improvement where significant impacts can be achieved, facilitating the interaction of all relevant players in the matter, which will contribute positively to the debates that the Administrations are holding in topics related to the above-mentioned subject.

XV Meeting of PCC.I: Telecommunications
The XV Meeting of the Consultative Committee I:  Telecommunications (PCC.I)  will be held from September 29 to October 2, 2009, in San Carlos de Bariloche, Argentina.  Among the topics to be considered at the meeting are:
  • Study of standards for next generation networks (NGNs)
  • Internet resource issues
  • Follow-up on the initiative to develop international roaming services in the Americas region
  • Questions concerning the convergence of existing networks to maintain interoperability throughout the region
  • Studies on the economic aspects and principles of telecommunications service rates
  • Security aspects of telecommunications network development
  • Recommendations on strategies and best practices for the implementation and adequate provision of telecommunications services
  • Analysis of methods to detect and reduce fraud in the telecommunications area
  • Consideration of measures to implement the CITEL Agreement with the UPAEP
  • Consideration of best practices and experiences in the region regarding services for indigenous peoples and communities, persons with disabilities, and areas and groups with unattended needs.

Fourth Workshop on “Fraud control in telecommunication services:  the regulator’s role and its scope”.
The morning of October 1, 2009, in Bariloche, Argentina, we will have the Fourth Workshop on “Fraud control in telecommunication services:  the regulator’s role and its scope”. Please find attached the corresponding program. This Fourth Workshop will allow the players of the sector to show the types of crimes that are not addressed in our legislations so as to generate debate on this subject that allows to new regulatory and legal paths to face this type of crimes by the States.

XIV Meeting of PCC.II: Radiocommunications including Broadcasting
The XIV Meeting of the Permanent Consultative Committee II: Radiocommunications including Broadcasting (PCC.II) will be held at the OAS headquarters in Washington, DC, United States of America, from November 10 to 13, 2009.  In this meeting, some of aspects that will be considered are:
  • Preparation for the World Radiocommunication Conference of 2012.
  • Broadband Power line communication.
  • IMT implementation in Region 2.
  • Available frequencies for emergency situations.
  • Implementation of digital divide in the 700 MHz band.
  • Studies on the theory and application of UWB radio equipment.
  • Implementation of regulations to facilitate the deployment of satellite services.
  • Harmful interference from non authorized satellite network transmissions.
  • Use of Integrated Systems as an emerging element of Next Generation Networks (NGN).

Access in Next-Generation Networks

Wired access networks are fixed networks in which the user connects via his or her terminal at a particular geographical point at which the service provider delivers a connection through a wire. That access “wire” may be made of copper pairs, coaxial cable, or optical fiber. Access nodes may be telephone switchboards, remote phones, access concentrators, DSLAMS (Digital Subscriber Line Access Multiplexers), PON nodes, multiservice nodes, switches, routers, or access gateways, and so on.

IEEE 802 & WiFi

In February 1980, the IEEE 802 working group was established to develop standards for LAN and MAN networks. The protocols and services specified in IEEE 802 correspond to the lower two layers of the seven-layer OSI reference model, the physical layer and the data link layer, which is divided into two sub-layers, logical link control (LLC) and media access control (MAC). A number of IEEE working committees have been set up since then.

Introduction to negotiation

The word “negotiation” derives from the Latin “negotiatio,” which refers to the act and effect of negotiating. In turn, the verb “to negotiate” comes from Latin “negotiari,” which, according to the Espasa “Diccionario Básico,” has various meanings, namely:

1. “To deal and trade, buying and selling or exchanging merchandise or securities to increase wealth.”

2. “To deal with public or private matters, trying to achieve better outcomes.”

3. To deal with a matter through diplomatic channels from one power to another, such as a treaty or trade agreement, and so on.”

Networks LAN, MAN, RAN, WAN

The networks LAN emerged as a solution for networks between computers located in a same place of a private user; i.e., offices, academic campus or industrial factories . Their extension is limited to a building although it can be extended between one and three km in special cases in those places where the size of a place requires it. We classify them as those networks where the distance of coverage is between 100 m to 1 km.

  What's happening in the region?
Brazil: Anatel presents community radio broadcasting proposal for public hearing
Anatel presented its proposal for changes to the Reference Plan for the Distribution of Community Radio Broadcasting Service Channels, with the suggestion to replace the channels of eight municipalities of Minas Gerais, Rio Grande do Sul and Santa Catarina. The complete text of the proposal (Public Hearing No. 33) is available in the library of Anatel in Brasilia and on Anatel’s internet web page until midnight, September 25. (Anatel, 27 August 2009)

Colombia: Internet Subscribers in Colombia increase by 54% this past year
Colombia recorded a growth of close to one million subscribers to fixed and mobile Internet this past year. At June 30, 2009, there was a total number of 2,746,816 subscribers, according to the quarterly connectivity report of the Communications Regulation Commission (Comisión de Regulación de Comunicaciones—CRC). Colombia: Minister of ICTs is confident that the telecommunication sector shall achieve 3% growth in 2009
The Minister of Information and Communication Technologies, María del Rosario Guerra, stated that she had confidence in the public policies spearheaded by the National Government and the efforts by information and technology operators, which will continue to contribute to the sector’s drive over coming years. “On the basis of these strategies, I hope this year the industry shall grow by 3%, which although lower than the figure recorded in 2008 continues to show positive performance," the Minister said during her intervention at the Technological Innovation Forum on Employment, Productivity and Competitiveness, held yesterday in the Club El Nogal. Brazil: Proposal to change the 2.5 GHz band is being presented for public consultation
On August 3, the National Telecommunication Agency (Agência Nacional de Telecomunicações—Anatel) invited society to make its contributions to Public Hearing No. 31, dealing with the proposal of changing the Regulations on the Conditions of Radio Frequency Use in the bands of 2.170 MHz to 2.182 MHz and 2.500 MHz to 2.690 MHz. The abstract of the proposal was published in Brazil’s Official Register, Diário Oficial da União. (Anatel, 3 August 2009)

Chile: Adoption of the Law on Community Radios is making progress in Congress
Yesterday, the joint commissions for public works, transportation and telecommunication and the special commission on freedom of expression adopted by a broad majority the Government’s legal initiative to build up the development of radios operated by non-profit social organizations. According to the Under-Secretary of Telecommunications, Pablo Bello, "we wish to guarantee that community radios will continue to live and grow over time, with a new legal framework that recognizes their contribution to the country and pledges to defend their hallmark: local identity, proximity to people, pluralism and diversity."  (SUBTEL, August 2009)

Colombia: President ratifies Information and Communication Technology Law
President Álvaro Uribe ratified Law 1341 of July 30, 2009, which guarantees that Colombia will have a regulatory framework for the development of the information and communication technology sector, promotes access to and use of ICTs by mass dissemination, ensures free competition and the efficient use of infrastructure and the spectrum, and above all, strengthens protection of the rights of users.
