Technology Forum on “NEW
TECHNOLOGIES AND ITS IMPACT ON THE INFORMATION
SOCIETY” |

This forum will take place on December 2, 2008, in
San José, Costa Rica and has been done in
coordination with the Asociación Hispanoamericana de
Centros de Investigación y Empresas de
Telecomunicaciones (AHCIET) and the International
Telecommunication Union (ITU). From the debates in
the three round tables it will be possible to study
the work being carried out by the three entities to
promote the knowledge and the use of new
technologies for the achievement of the millennium
goals. Also, in some
issues it was possible to recognize the possibility
of applying to achieve more swiftly the expected
results. The report of this event will be available
soon in CITEL web page.

Update on international activities related to SAR
and RF evaluations

Radio frequency (RF)
and specific absorption rate (SAR) evaluations are
required to determine RF exposure compliance for
radiocommunication and broadcasting antenna systems
as well as wireless communication apparatus.
International standards bodies are revising current
standards related to the measurements and
computational procedures for RF and SAR evaluations,
as well as developing new standards as technologies
evolve. |

designed to provide voice communications across the
oceans, currently television is the main application
and can you imagine a world without the Summer
Olympics broadcast live from anywhere to everywhere?
But that is not the only application for satellite
communications. Satellites connect multinational
companies all over the world, send financial
transactions throughout the globe and bring Internet
access to the remotest areas of the planet. And even
Sir Clarke probably did not realize the importance
satellites would have in bringing developing areas
something they need the most: education! |

relief and entertainment are some of the areas that
satellites play a special role in the countries of
the Americas.
Some of Latin America countries
had been dedicated special attention to the topic of
digital inclusion and had developed government
initiatives to provide Internet to schools and small
villages. Enciclomedia in Mexico, Compartel in
Colombia and Gesac in Brasil are some of the
examples of such government initiatives. |

Interference Impact of Sharing Between
Terrestrial Systems and Satellite Systems at C-band

This paper
looks at the feasibility of using 3400 - 4200 MHz
(C-band) for terrestrial services such as WiMAX or
IMT based on the need to adequately protect existing
satellite operations in the same band.
Inmarsat’s
network of eleven geostationary satellites operate
feeder and telemetry links in C-band. Many other
satellite systems use C-band for a wide range of
vital communications. Before deploying terrestrial
systems in C-band, it is essential to establish
whether sharing is feasible with these satellite
services. |

guarantee Internet access throughout the day to 85%

Compartel Will Open Over 1,600 Telecenters
Nationwide
|

The Compartel program
of the Ministry of Communications will open over
1,600 community broadband Internet access centers (Telecentros)
in the country’s five regions through public
educational institutions to make this service
available to the public in the country’s rural and
most marginalized areas as of next year. (Ministry

Subscriptions as of October 2008 Are 13.08% above
Those for 2007
October 2008 records show the third largest number
of new activations (4,007,056 - an increase of
2.85%) since cellular telephony was implemented in
Brazil, after December 2007 (4,666,276) and December
2004 (4,416,843). These activations bring the
number Personal Mobile Service (SMP) subscribers in
Brazil to 144,795,618. Of all accesses, 117,636,699
(81.24%) are pre-paid and 27,158,919 (18.76%)

Brazil: Consultation Open on Allocation of the
3.5 GHz Band to the Mobile Service |
|
On November 4, Anatel
launched Public Consultation 54, on the proposal to
allocate the 3 400 to 3 600 MHz frequency band to
the Mobile Service, for primary use by the Personal
Mobile Service (SMP), and to amend the
Regulations on Channeling and Conditions of Use of
Radio Frequencies in the 3 400 to 3 600 MHz band.
Substantiated and duly
identified contributions and suggestions should be
transmitted via the
Interactive Public Consultation Monitoring System (SACP)
by 12 midnight, January 5, 2009. Contributions and
suggestions sent by letter, fax, or e-mail, and
received by 5:00 p.m. on January 2, 2009, will also
