XIII
meeting of PCC.I
and preparation for WTSA-08 |
The XIII Meeting of this Committee will take
place from August 5 to 8, 2008 in Puerto Iguazú, Misiones, Argentina.
Attached hereto is the draft agenda and calendar for the meeting.
This will be the final meeting for the preparation
of CITEL for the World Telecommunication Standardization
Assembly of the International Telecommunication
Union of 2008 that will take place October 21 to 30, 2008 in
Johannesburg, South Africa. The World
Telecommunication Standardization Assembly is
the regular four yearly event that defines the next period of study
for ITU-T. The assembly will review working methods including approval
process, the work programme and the structure of Study Groups.
WTSA-08 will define general policy and adopt working methods
and procedures for ITU-T. The duties and functions of the World
Telecommunication Standardization Assembly are laid down in Article 18
of the ITU Constitution and Article 13 of the ITU Convention.

Regulatory Accounting is a fundamental tool
for a regulator to perform his/her functions effectively. Generally,
regulatory authorities, under the protection granted by franchising
contracts or service provisioning licenses, do not have the same
quality information as those who have the responsibility of effecting
the provisioning of such services. Particularly, this problem takes
place as regards outlays, costs, and expenditures related to the
service provisioning. This situation becomes critical when, as in the
telecommunication sector, there are recurrent conversations on the
efficiency of service provisioning, so as to evaluate or determine
tariff structure and level.

A
Local Area Network (LAN) is defined as a
network of computers within a geographic area as can be a company. One
of the problems that we have is not having confidentiality between the
users of the LAN as for example the directors. Also, if all the
terminals are in the same domain, the band width was not used
properly. The solution to this problem was to divide the LAN in
physical segments that are independent among them, although this has
the disadvantage of it not being possible to communicate between some
of the LANs for some of the users.

Brazil:
Sardenberg appointed for another term as President of Anatel |
The President of the Republic,
Luiz Inácio Lula da Silva, is keeping Ambassador Ronaldo Mota
Sardenberg as President of the Board of Directors of Anatel until
November 5, 2010. Sardenberg took up his post as President of the
Board on July 2, 2007, for a one-year term. The decree, dated June
27, 2008, which extended the ambassador’s term was published in
today’s issue of the official gazette (Diário Oficial da União). (Anatel,

Digital TV tests |
Digital TV tests are being
carried out in 50 spots in Caracas. Digital Terrestrial Television
testing has been going on in Caracas since Sunday, June 15, 2008, in
order to evaluate the performance of ISDB-T (Japanese), DVB-T
(European), and DMBT (Chinese) standards.

Colombia:
ICT bill passed by the House of Representatives |
The Draft Law submitted by the
Ministry of Communications, establishing, inter alia, principles and
concepts regarding the Information Society and the organization of
Information and Communication Technologies (ICTs) in Colombia and the
national Spectrum Agency, was passed by the House of Representatives,
in a plenary session held on Wednesday, June 18. (MInistry of

Brazil:
Anatel begins consultations on updating of telecommunication
regulations |
On June 17,
the National Telecommunications Agency (Anatel) presented the texts of
Public Consultations No. 22 and No. 23 regarding, respectively, the
draft “General Plan for Updating Telecommunication Regulations in
Brazil (PTR)” and the draft “Revision of the General Concessions Plan
(GCP),” which will remain open for civil society contributions until
midnight on July 17, 2008. Any suggestions received will be examined
by Anatel and will be remain at the disposal of the general public in

The Ministry of Communications
submits the following public consultation for consideration by those
interested in the awarding of licenses in the 450 MHz frequency band
for fixed/mobile wireless broadband services in rural, remote,
underserved, and sparsely populated areas. Comments under this public
