Results of the seminar “Bridging the Standardization Divide”

The seminar “Bridging the Standardization Divide” jointly organized by ITU-T, ITU-D and the Permanent Consultative Committee I , Telecommunications (PCC.I) of the Inter-American Telecommunication Commission - CITEL and in close collaboration with the Secretaría de Comunicaciones del Ministerio de Planificación Federal, Inversión Pública y Servicios y la Comisión Nacional de Comunicaciones de la República Argentina, took place on 24 September 2007 in Mendoza, Argentina, and preceded the PCC.I meeting held from 25 to 28 September 2007 in the same location.

This initiative was in response to Resolution 123 of the ITU Plenipotentiary Conference (Antalya, 2006), as well as the operative paragraphs of Resolutions 44 (Florianópolis, 2004), 54 (Florianópolis, 2004) and 17 (Rev. Florianópolis, 2004) and Resolution 47 (Doha, 2006) to assist in bridging the standardization gap between developing and developed countries and per CITEL Resolution PCC.I/RES.105(X-07). Results of the Second Workshop on “The Impact of Fraud on the Provision of Telecommunication Services in the Americas”

The Second Workshop on “The Impact of Fraud on the Provision of Telecommunication Services in the Americas” was held on September 27, 2007 in Mendoza, Argentina, with a view to identifying shared tasks to be carried out be operators and technology providers to minimize the impacts of fraud on the provision of telecommunications services.  The report of the seminar may be seen in the link below. Meeting of the Working Group of CITEL to prepare for the World Telecommunication Conference 2007 (WRC-2007)

On Sunday, October 21, 2007, will be held the first work session of the Working Group that is preparing CITEL for the World Telecommunication Conference of 2007 (WRC-2007). The meeting will be held in Room B of the ITU tower in Geneve, Switzerland, at 6:30 pm after the heads of delegation meeting that will be held in the same room.

World radiocommunication conferences (WRC) are held every two to three years. It is the job of WRC to review, and, if necessary, revise the Radio Regulations, the international treaty governing the use of the radio-frequency spectrum and the geostationary-satellite and non-geostationary-satellite orbits. The general scope of the agenda of world radiocommunication conferences is established four to six years in advance, with the final agenda set by the ITU Council two years before the conference, with the concurrence of a majority of Member States.

CITEL has sent to the ITU more than 450 inter-american proposals for this so very important conference.

Emergency operation in Peru

On Wednesday, August 15, at 6:40 p.m. (UTC 23:40), Peru was struck by one of the most violent earthquakes in its history, with a magnitude of 8 on the Richter scale. Its epicenter was out at sea, 80 km from the coastal city of Pisco, some 200 km south of Lima. The impact was felt with considerable intensity in a number of localities, those most severely hit being the cities of Pisco, Ica, Chincha, and Cañete. In Pisco 85 percent of the buildings were destroyed; fewer in the other towns and cities. More than 500 people were killed, while other victims along the coastal strip are numbered in the hundreds of thousands.

The challenges and implications of convergence

Convergence is a catchall term signaling the growing trend of firms in traditionally segmented sectors of IT, telecom, and broadcasting offering multiple services. Such provision of “multiple play” over a single access network is primarily due to the proliferation of Internet Protocol (IP) networks. While traditional network technologies inexorably linked services and facilities, IP separates the facility from the service. As with the Internet, it becomes possible for a cable television or telephony network to carry voice, video, and data. This allows firms in traditionally separate sectors to offer a combination of services, driving them forward towards convergence.

Colombia: Radio Frequency Period Extended

The Ministry of Communications has issued Resolution 2566 of September 26, amending Resolution 0332 of 2007, regarding the technical radio spectrum regulations for the 1710 to 2025 MHz and 2100 to 2200 MHz frequency bands. (Ministry of Communications, 28 September 2007)

Colombia: Today, “Connectivity Trail” Departed on its Expedition through Colombia

The Minister of Communications, María del Rosario Guerra, today officially dispatched the expedition members who are to travel “Connectivity Trail,” providing workshops on use of the Internet.  The expedition will cover nine departments and 20 municipalities, and train nearly 2000 citizens. Brazil: Brazil Now Has Four Mobile Operators in Each Service Area

On September 25, the National Telecommunication Agency (Anatel) completed the first day of the competitive bid for the 105 lots being tendered in Public Bid 001/2007/SPV-ANATEL, which will award licenses for frequency use in mobile telephony.  The average premium for the lots tendered was nearly 40%.(ANATEL, 25 September 2007)

Brazil: Portability Implementation Will Be Completed on March 1, 2009

As of March 1, 2009, all Brazil will have fixed and mobile number portability.  Commercial activation of portability will take a total of seven months, from August 29, 2008 to March 1, 2009. Portability will be implemented in localities by national area code (CNN) – roughly corresponding to direct dial areas (for example, 11 for the São Paulo metropolitan area, and 61 for the Federal District and surrounding areas). ANATEL will have oversight of portability throughout Brazil. (ANATEL, 20 September 2007)

Brazil: New Standard Increases Mobile Telephony User Safety

On September 18, the National Telecommunication Agency (Anatel) published Resolution No. 481, adopting the Provision on Certification and Type Approval of Lithium Batteries and Chargers Used in Cellular Telephones. Batteries and chargers, which were formerly examined together with telephones, will now undergo specific safety and quality tests.  Among these is a test for batteries when subjected to actions that might make them overheat or make the battery pack material explode. Venezuela: CONATEL Close to Selection of the Digital Terrestrial Television Standard

Digital Terrestrial Television (DTT) tests being conducted by CONATEL at 108 Caracas sites continued on Friday to make the definitive selection of the DTT standard - Japanese or European.  Fuerte Tiuna, Parque Los Caobos, and Parque del Este were some of the sites where measurements were taken. Chile: Oversight committee now ready for digital television tests in Santiago

Next week, SUBTEL will close the list of households to serve as fixed digital signal measurement sites.  Any citizen may participate in this process by registering his or her residence via the Under secretariat’s website.   If its geographic location is compatible with the test transmission radius, it may be one of the 160 houses selected to participate in the field work.
