CITEL
at the World
Telecommunication Conference 2007 (WRC-2007) |
On Sunday, October 21, 2007, the first
work session of the Working Group that is preparing CITEL for the
World Telecommunication Conference of 2007 (WRC-2007)
was held. From that time up to now fifteen
working meetings were held to do a follow-up of the status of the
inter-american proposals.
Also, spokespersons were designated that
inform
about the development of the work to the 21 delegations that are
attending the Conference (more than 100 documents were circulated). Please remember that CITEL submitted 469

here. For this Conference are anticipated more than 3200
delegates.

Regional
dialogue on “capabilities of telecommunications for disaster relief” |
On
October 16, 2007 was held the Regional
dialogue on “capabilities of telecommunications for disaster relief”
that allowed to connect by videoconference: Washington DC (United
States of America), Santo Domingo (Dominican Republic), Guatemala city
(Guatemala), Tegucigalpa (Honduras), Lima (Peru), Port of Spain
(Trinidad and Tobago). This event was done with the United States
Telecommunications Institute (USTTI) and was sponsored
by the Global Development Learning Network (GDLN) of the World Bank.

The
experience of ANTEL on the problem of fraud |

One could say that the issue of fraud in telecommunication, as a
particular manifestation of social crime, has accompanied the
development of the sector from its earliest days.
In varying degrees, it has been perceived and fought by both
operators and users, but it appears that only in the last 30 years
have actions against it by operators been formalized. At the same
time, international organizations have been constituted for the
purpose of pooling efforts to monitor and minimize economic losses due
to fraud.

Brazil:
Anatel Launches Consultation on Fulfillment of Universalization
Targets in 2006 |
The National Telecommunication Agency (Anatel)
has launched a public consultation to hear views of the public
regarding the fulfillment by public fixed telephony operators of
universalization targets. The General Universalization Target Plan (PGMU),
established in Decree No. 4.769, of June 27, 2003, sets down the
service expansion obligations as of January 1, 2006.

Brazil:
A Public Consultation Has Been Opened on the Use of the Spectrum for
Space Research |
Public Consultation No. 829 has been opened on
the “Proposal to Maintain the Allocation to the Space Research Service
(Space-to-Earth) of the 143.60 MHz to 143.65 MHz Band and the Use
Thereof by the Private Limited Service for Space Research
Applications.” Under this proposal, via this band, earth stations
would receive signals and information from space for use in studies
and research. The consultation will receive comments and suggestions
from the public until 12 midnight, November 19, 2007, via the portal
of the National Telecommunication Agency (Anatel),
www.anatel.gov.br.

Colombia:
18 Applications Made in the Past Two Months for Long Distance
Telephony Licenses |
Since the Convergence Decree was issued (July 31,
2007), the Ministry of Communications has received 55 applications for
convergence licenses, of which 18 are to provide long distance
telephony and 37 to provide value added services, such as Internet and
data transport. (Ministry of Communications, 11 October 2007)

Regulations on the Rights of Pay Television Subscribers Ensures
Protection to 5 Million Users |
The National Telecommunication Agency (Anatel)
today adopted the Regulations to Protect and Defend the Rights of Pay
Television Subscribers, which covers users of cable television, the
Multichannel Multipoint Distribution Service (MMDS), Direct-to-Home (DTH)
television, and special subscriber television [TEVECAP S.A.](TVA).

Spectrum Use Permits for Wireless Broadband Access are for the Fixed
Radio Service |
Permits to operate point-to-point and
point-to-multipoint distribution services for wireless broadband
access in the 3400 MHz to 3600 MHz frequency band were awarded for the
fixed radio service. (Ministry of Communications, 11 October 2007)

Chile:
Nearly nine in ten chilean households have mobile telephony |
The 2007 National Survey of Telecommunication
Service Users showed expansion in the country’s households of
Internet, pay television, and cellular telephony coverage.
Eighty percent of users said they were satisfied with the
services received, and 20% indicated that they had had some problem
with their services. Meanwhile, 95.6% were
in favor of establishing a Superintendency of Telecommunications.
