  Recent News
2007 an year of important results for CITEL

Year 2007 was full of remarkable achievements for CITEL. It submitted 468 Inter-American Proposals to the International Telecommunication Union’s World Radiocommunication Conference and witnessed nearly 26% growth in the number of scholarships used for courses in its telecommunication program. It approved a number of recommendations for coordinating more effective standards to ensure interoperability and timely introduction of advanced technologies, particularly standards for the protection of critical infrastructure, spectrum harmonization, regulatory issues, problems associated with telecommunication convergence, and economic aspects of telecommunications. Finally, it organized a number of seminars and workshops on issues of high-priority concern to the countries.

CITEL wishes every one of the nearly 10,000  that receive our e-mail electronic bulletin, a joyous, healthy, and safe holiday season. In the future CITEL will continue its activities to raise public awareness about its mandate, mission and activities, as well as improving access to information on matters of concern to the members.

Initial training program in telecommunications of CITEL for 2008

Following Resolution COM/CITEL RES. 204 (XVIII-06) fellowships were granted in 2007 for 26 courses: 17 distance learning courses and 9 attendance-based courses. The courses were selected by CITEL taking into account training requirement priorities of the countries in the region. CITEL provided a total of 307 fellowships for 27 countries, which means a 26% increase as compared to 2006. Please find below the initial training program in telecommunications of CITEL for 2008 that was approved during the XIX meeting of COM/CITEL held on December 2007. Other courses may be selected the next months, please check the CITEL webpage.

Guatemala: National Agenda towards the Information Society

The government of Guatemala has officially received  from a group of experts that were supported by the National Program of Competitivity the "National Agenda towards the Information Society” that has guidelines and proposals developed and considered the last three years that look for the promotion of a national strategy for the reduction of the digital gap. Venezuela: CONATEL Updates List of Approved Makes and Models of Equipment and Devices

Colombia: Ministry of Communications Extends Deadline for Comments on IMT

In response to different requests made by operators and unions, the Ministry of Communications has extended until January 31, 2008, the deadline for comments on the document on the spectrum policy to be applied to the candidate bands for the International Mobile Telecommunication (IMT) systems.  (Ministry of Communications, 13 December 2007)

Venezuela: Public Consultation Will Open in January on the Amendments to the Organic Telecommunication Act

Minister for Telecommunications and Information Technology Jesse Chacón has affirmed that by January 2008, a public consultation will be launched on the amendments to the Organic Telecommunication Act (LOTEL). (CONATEL, 13 December 2007)

Colombia: Connecting the Senses – Pilot Digital Inclusion Project for the Hearing/Visually Impaired

"From the level of the state and based on the understanding and assimilation of the fact that disability is a human rights issue, we are promoting standards and actions tending to generate equal opportunity and better quality of life for all persons with disabilities." This was the statement made by Minister of Communications María del Rosario Guerra at the launch of the pilot project for the implementation of technologies enabling individuals who are both visually and hearing impaired to use computers. Brazil: ANATEL Publishes Regulations on the Rights of Cable Television Subscribers

On the first Monday of June 2008, the relationship between the users of Brazil’s 28.6 million households with cable TV – Cable TV, Multichannel Multipoint Distribution Service (MMDS), direct-to-home broadcasting (DTH), and Special Cable TV (TVA) – and the providers thereof, will be governed by the Regulations on the Protection and Defense of the Rights of Cable Television Subscribers.  The Regulations, published today by the National Telecommunication Agency (ANATEL), will become binding in 180 days, since a period is needed for service providers to adjust to the new rules. Colombia: CRT Defines New Charges for Interconnection Among Telecommunication Operators

The Telecommunication Regulatory Commission (CRT) has established new rules defining the conditions in which telecommunication operators will compensate one another for the use of their networks for interconnection. (Ministry of Communications, 5 December 2007)

Chile: Government and telecommunication industry sign historic agreement to bridge the digital divide

"This a digital social contract under which private enterprise, the state, and organizations such as the Fundación País Digital join forces in pursuance of a common aim: to bring connectivity and communications to Chile’s every corner by 2010," said Pablo Bello, Under Secretary of Telecommunications. Brazil: Public Consultation Launched on the Relay Center Regulations

From 2:00 p.m. today, the Regulations on the Relay Center (CIC) for the Hearing and/or Speech Impaired will be open for contributions from society. Approved last week by the Governing Council of the National Telecommunication Agency (ANATEL), Public Consultation No. 846 will define the CIC’s characteristics and minimum structural, operational, and service requirements, as well as tariffing criteria. The text will be available via the Public Consultation Monitoring System until midnight, January 7, 2008. (ANATEL, 3 December 2007)

Chile: The change to digital TV is an historic opportunity to develop local and regional TV in Chile

Pablo Bello emphasized that the government would promote a regulatory framework that encouraged and promoted audiovisual production, "to which end, public budgetary allocations for content development need to be increased and technical cooperation targeted at local television-related SMEs stepped up.” Subtel’s head reaffirmed that “for a successful transition, also required is a public channel as an engine to develop the digital supply."  (SUBTEL, 28 November 2007)
