New structure of PCC.I

Taking into account the new mandate of the PCC.I received at the IV Assembly of CITEL by Resolution CITEL RES. 55 (IV-06); the Strategic Plan of CITEL for the period 2006-2010 approved by Resolution CITEL RES. 52 (IV-06) and the proposals received from the Administrations during the VIII meeting of the PCC.I (23 to 26 May, 2006, Santo Domingo, Dominican Republic). a new structure was approved for PCC.I as  described below.

Overview of the Caribbean Telecommunications Market

Liberalisation of the Caribbean telecommunications market began with the Hispanic countries. Puerto Rico liberalised in 1986 followed by the Dominican Republic in 1992. In 1997 many of the English speaking Caribbean countries entered into commitments under the World Trade Organisation (WTO) agreement and adopted the Reference Paper guidelines to liberalise their telecommunication markets by dismantling the exclusive agreements which had been entered into with the various incumbent operators.

Child Helpline International

A child helpline is a phone service that links children in need of care and protection to services and resources. It is an important intervention strategy for child protection. Child helplines across the world annually receive over 11 million calls from children who call when they need crisis intervention, rehabilitation, counselling or just someone to talk to. These helplines reach out to children and young people through many means of communication, be it a post card, the radio station, the phone or via text messaging and confidential internet chat rooms.

The single license: a first step towards convergence

Peru’s legal framework for telecommunications dates from 1991, and, although it has been amended to take account of the current environment, legal barriers remain that impede convergence of telecommunication networks and services.To address this situation, the Ministry of Transportation and Communications proposed a bill that would eliminate such barriers by granting a single license to provide all public telecommunication services, with prior notification of the Ministry.

The Disabled Persons Opportunities Equalization Act (Ley de Equiparación de Oportunidades para las Personas con Discapacidad) was passed by means of Decree No. 888 on April 27, 2000. Publication in the Official Register: May 24, 2000. The Regulations for the Disabled Persons Opportunities Equalization Act were passed by means of Decree No. 99 on November 28, 2000. Publication in the Official Register: December 1, 2000.

National strategy for broadband development in the Dominican Republic

Brazil: Anatel allocates additional frequency bands for public safety

At its 395th Meeting, the Governing Council of the National Telecommunication Agency (Anatel) approved allocation of the 381,025-381,750 MHz and 391,025-391,750 MHz frequency bands to the Limited Private Mobile Service (LPMS), principally for public safety applications.  Also approved were the Regulations on Channel Assignments and Conditions of Use of Radio Frequencies in these bands.  (ANATEL, 25 May 2006)

Brazil: Anatel Launches New Consultation on the Rights of Cable TV Subscribers The proposal provides for payment for an extra cable television access point

The National Telecommunication Agency (Anatel) reopened the public consultation on the proposed Regulations on the Protection and Defense of the Rights of Cable Television Subscribers. The proposed Regulations that are the subject of the consultation (No. 712, of May 19, 2006) pertain to cable television, MMDS, DTH, and TVA subscribers. (ANATEL, 23 May 2006)

Peru: MTC signs licensing contract with Telmex Peru for the 3.5 GHZ band

The company must install 7,000 lines in 16 districts of Lima’s periphery. To mark World Telecommunication, Information Society, and Internet Day, the Ministry of Transportation and Communications has signed with the company Telmex Peru a licensing contract for the 3.5 GHz band to provide local fixed telephony and local carrier service (Internet access) in Lima and Callao Provinces, following award of the license in the call for proposals issued April 12. (Ministry of Transport and Communications, 19 May 2006)

Brazil: Extends Public Consultation on Alternative Plan

The National Telecommunication Agency (Anatel) has extended the deadline for Public Consultation No. 691, on the proposed Alternative Mandatory Service Plan (Pasoo), to be implemented by the fixed telephony licensees. The extension request was made by the consumer rights protection entity interested in contributing to the consultation. The deadline for contributions using the electronic form of the Public Consultation Monitoring System (SACP), available via Anatel’s Internet portal (www.anatel.gov.br), was extended from May 22 until midnight, June 7, 2006. Contributions made by letter, E-mail ([email protected]), or fax (61 2312-2002) will be accepted until 6 p.m. on June 2, 2006. (ANATEL, 19 May 2006)
