Digital Terrestrial Television (DTT) Broadcasting – Progress in the Americas

In the Americas, terrestrial television broadcasting is one of the most ubiquitous and important mass communications media for delivering news, information, cultural programs, and entertainment free of charge. With a population of more than 800 million, there are currently over 400 million television sets in the Americas, and this number continues to grow. Broadcasts reach more than 90% of households in most countries.

Report on the advances towards the implementation of digital terrestrial television in the Dominican Republic (DTT)

Through Resolution No. 003-06, dated January 12th, 2006, the Directive Council of the Dominican Institute of Telecommunications (INDOTEL) created the “Interinstitutional Committee for the Transition from Analog Television Broadcasting to Digital in the Dominican Republic”. Within 180 days of its creation, this Committee must present its recommendation to the Directive Council of the INDOTEL with regards to the standard that should be adopted by the country.

User Authentication

Authentication is the procedure a user must follow to gain access to the resources of a system or computer network. This procedures involves identification (telling the system who the user is) and authentication (proving that the user is who he/she claims to be). Authentication in itself does not check the user’s rights to access; these rights are confirmed in the authorization process.

Brazil: As of July 1, Aice will be Available to 25% of the Brazilian Population

As of July 1, inhabitants of 32 localities with populations of over 500,000, 25% of the Brazilian population, will have a new fixed telephony option.  The new basic fixed telephony plan option will be offered on a prepaid basis only and subscriptions will cost 40% less than current residential subscriptions. Peru: At the VII meeting of PCC.II of CITEL, Peru signed a memorandum of understanding with Mexico for cooperation in information and communication technology

On June 23, 2006 Peru signed a Memorandum of Understanding with Mexico to cooperate in information and communication technology (ICT). This Memorandum will benefit us because, as it involves a Latin American country with similar characteristics, the best solutions to common problems can be identified jointly.

Colombia: A Resolution has been Issued Containing the Conditions for Regional WiMax

The Ministry of Communications has issued Resolution 1449 of June 23, containing the conditions for awarding up to two spectrum use permits for the provision of wireless broadband services. (Ministry of Communications, 23 June 2006)

Brazil: May is Mobile Telephony’s Best Month of the Year, with over 1.8 Million New Activations

May 2006 showed 1,793,149 new mobile telephony activations, closing with a total of 92,377,336 accesses in service nationwide. There were 74,393,448 prepaid subscribers (80.53%), while postpaid subscribers accounted for the remaining 19.47% (17,983,888 activations).(ANATEL, 19 June 2006)

Colombia: Government Commitment to Reduce Computer Cost

The Minister of Communications, Martha Pinto de de Hart, has announced that, as part of the Government’s strategy to increae computer penetration in Colombia, the tax reform bill to be introduced in Congress will again contain a provision for exemption of low cost computers from VAT. Brazil: Anatel Proposes a National Plan to Install Telephones for the Hearing Impaired

The National Telecommunications Agency (Anatel) launched a public consultation on the Draft Plan for Fixed Switched Telephony Universal Service Targets in Institutions for the Hearing Impaired (Public Consultation No. 716, of June 5, 2006). In its first phase, the Plan may benefit over 700 institutions identified by the federal government’s Secretariat for Human Rights for installation of TDDs, devices for the permanently deaf for communication via written messages. United States: Strategies for Enhancing U.S. Competitiveness in the Global Marketplace to be set at “Options for Action” Summit

Government agencies and private interests are investing heavily in developing economies as a means to influence the cross-border trade of goods and services.  The “Options for Action Summit” to be held in Gaithersburg, MD, on July 18-19, 2006, will attempt to leverage outreach efforts into a coordinated action plan aimed at boosting U.S. competitiveness in markets around the world. Jointly organized by the American National Standards Institute (ANSI) and the National Institute of Standards and Technology (NIST), the conference will bring together on the NIST campus in Gaithersburg executives from a diverse range of industries, government and donor agencies, standards setting bodies, and the academic community.  Participants will focus on advancing U.S. technology interests and their influence of international standards and regulations and in testing, marking and certification programs.  (ANSI, 5 June 2006)

Chile: Minister of Transportation and Telecommunications inaugurates a modern mobile telephony antenna in Cabildo

On Friday, June 2, in the framework of the "Communications Bridges for Chile 2006-2010," an initiative for the construction of a total of 10 mobile telephony antennas nationwide, Sergio Espejo, Minister of Transportation and Telecommunications, inaugurated a modern antenna installed in the locality of Cabildo (Region V), which will benefit 20,000 persons.
