On September 16, 2005,
CITEl has already awarded 178 fellowships for 10 telecommunication
courses offered by recognized Training Centers in the region and in
coordination with the Center of Excellence of the Americas region of
the International Telecommunication Union. There are still fellowships
available for several telecommunication courses. OAS scholarship
applications must be submitted using form OAS 98 (Fellowship
Application form), and including all documentation required.
Applications must be forwarded to the Organization of American States
through the official channels established by the government of each
country
National Liaison Offices (ONEs). This is a mandatory requirement.
In light of our experience of applications for
courses in previous years, we kindly request that applicants follow
the recommendations below:

Fellowship applications are to be submitted
through the official channels indicated in the announcement.

Note that often
National Liaison Offices (ONEs) have deadline dates that may be
up to one month earlier than the OAS deadline. Contact the ONE as
soon as possible to ascertain the ONE deadline and to verify the
required procedures. Such procedures are generally not complicated,
but they do need to be completed by the deadlines established.

Complete the entire
OAS Form 98 as carefully as possible. Selection will be made on
the basis of this information. If information is missing, the
application may be rejected.

Indicate clearly on the form a fax number and
e-mail address where you can be contacted and advised of the
selection results.

- Distance-education
course on “New generation converging public networks Course”.
Offered by the Regional Training Center of the Inter-American
Telecommunication Commission (CITEL) and Excellence Network Node of
the ITU: Catholic University of Uruguay.
Number of fellowships: OAS/CITEL offers THIRTY (30) full
fellowships for the registration fee (US$ 200).
Deadline for

Specific objectives: Telecommunications and in particular the
liberalization of markets have produced an incredible growth of
convergent Technologies that allows quality of service for multimedia
communications. It is particularly important to use IP technology in
communications not only for data but also for an increasing volume of
voice and video content. At the end of the course participants will
have a technological update that will alow them to understand the
reasons of this new market of Next Generation Networks, not only
because of its possibilities but also because there is now a migration
towards a converged system based in IP that is confirmed by even the
more conservative global leaders of the telecommunication market.
- Course
on “Synchronous
Digital Hierarchy”.
Offered by Centro de Innovación Tecnológica – Universidad
Nacional de Asunción (CITEC-FIUNA) Regional Training Center of the
Inter-American Telecommunication Commission (CITEL) and Node of the
International Telecommunication Union.
Number of
fellowships: OAS/CITEL will cover 5 economy class round trip air
tickets to the venue of the course. CITEC-FIUNA will cover the
administrative fee, materials, stay (accommodation and food),
transport and insurance of the selected fellows.

on “Wireless fixed communications”. Offered by the Regional
Training Center of the Inter-American Telecommunication Commission
(CITEL) and Excellence Network Node of the ITU: National Institute for
Telecommunication Research and Training of Peru (INICTEL).

Specific
objectives: To have an overview on the different Technologies used
as a solution for wireless access to telecommunication services for
users that usually are in a fixed location.
To analyze the
different architectures and Technologies used to provide wireless
access to users, as a solution or as a replacement to wireline
networks, and also the basic concepts for network design. In
particular:

To analyze the concept of
wireless fixed systems and the characteristics of the Wireless Local
Loop Technologies (WLL).
-
To understand the requirements of WLL services in
developed and in development countries and to learn the services
provided at present by those systems.
-
To analyze the characteristics of narrow and broad band
WLL, and also the services provided, advantages, limits and its
applications.
-
To analyze the principal characteristics of wireless
public networks, the characteristics of wireless Local Area Networks
(LAN) and to analyze the characteristics of Bluetooth
-
To learn on the parameters used in the above mentioned
systems.
-
To analyze and
understand the concept of Quality of Service of a wireless fixed
system and the concepts of frequency planning.
