Following last year’s successful videoconference on VoIP, which allowed USTTI trainers to interface with hundreds of regulators and entrepreneurs of the Americas attending CITEL’s PCC.I meeting in Asuncion, the USTTI and CITEL have reached agreement with the World Bank’s Global Development Learning Network (GDLN) to utilize the World Bank’s technical infrastructure to deliver elements of the USTTI’s wireless broadband curriculum via a second videoconference.

Guidelines for Harmonized Licensing of NON-GSO GMPCS Systems

This article addresses a need throughout CITEL member Administrations for guidance on a harmonized set of guidelines to facilitate the implementation of the Memorandum of Understanding (MOU) on GMPCS. Arrangements pursuant to the GMPCS were issued in June 2003. The objective of these Arrangements was to provide a framework for the introduction of GMPCS. The framework covers many important topics but does not address specific regulatory measures for implementing the GMPCS arrangements.

A Second Chance to a Fair Share of IP – IPv6 ~Deployment Considerations~

The new version of the Internet Protocol (IP) has been the talk of networking professionals and researchers for some time now yet it never seemed to pick up steam, to materialize into actual deployments. Network and Business planners have listened to those cheering for IPv6 and to those who eloquently ignore it but they could not pick up a trend, they could not see a new wave rising, at least not yet. And so, year after year the IPv6 thoughts were set aside to make room for those that deal with stretching capital expense budgets to fit increasing demands for network services. Year after year IPv4 seemed enough. Were those predicting its demise wrong all along? Is IPv4 good enough after all?

Postponement of course Regulation in the Telecommunications Sector

In order to be able to include important information that is not yet available, a decision has been taken to postpone the distance-learning course “Regulation in the Telecommunications Sector,” offered by the National Institute of Telecommunication Research and Training.(INICTEL), a CITEL Regional Training Center, and ITU’s Excellence Network Node, which was originally scheduled to begin on March 28.  The new dates for this course are from October 24 to December 9, 2005.

Colombia: Bucaramanga at the Vanguard of the Broadband Wireless Internet

Bucaramanga at the Vanguard of the Broadband Wireless Internet. The Minister of Communications, Martha Pinto de de Hart, has launched a broadband wireless access project, developed by Telebucaramanga, for the capital of Santander Department, which includes some 4000 Internet connection points located throughout the metropolitan area. (Ministry of Communications, 21 February 2005)

Chile: National Survey on Initiatives and policies for ICTs  

The new portal, TICsChile.cl, established as a forum for dialogue and debate on the uses, significance, and impact of information and communication technologies (ICTs) in our society conducted a national survey on the topic during the entire month of February. TICsChile is a project that is promoted and funded by the Subsecretariat of Telecommunication of Chile (SUBTEL) and executed by the Fundación Casa de la Paz, an NGO which has been carrying out various ICT-based projects since 2000. This initiative originated in the Declaration of Principles and Plan of Action of the World Summit on the Information Society (http://www.itu.int/wsis), the first phase of which was held in Geneva in 2003.  Its implications for Chile are reflected in the Digital Agenda (English text available on Agenda Digital), launched in March 2004.  (SUBTEL, 25 February 2005)

El Salvador: Increase of the length of the national numbering

Due to the growth in the demand of telecommunication services in El Salvador it has been decided to increase the length of the national numbering from 7 to 8 digits from 14 May 2005 06:00:01 GMT. (SIGET, 18 March 2005)
