  Upcoming events
Regional Preparatory Meeting of the WTDC-06

CITEL, through the Conference Preparatory Working Group, will participate at the Regional Preparatory Meeting of the World Telecommunication Development Conference (WTDC-06) (Lima, Peru, August 9 to 11, 2005). A contribution to the meeting has already been sent. We highlight in particular the following Annexes:

Annex 2: Analysis of the regional priorities and initiatives based in the responses received to the questionnaire prepared by the Group in collaboration with the ITU Regional Office, which seeks to identify the region’s priorities for WTDC-06.

Annex 3: Draft Inter-American Proposals in circulation

  • Draft IAP 1: Training of human resources of the Indigenous Peoples of the Americas

  • Draft IAP 2: Promotion of the development of impact indicators to assess the meeting of specific ICT needs of Indigenous Peoples

  • Draft IAP 3: Support for connectivity programs in remote and distant regions for the Indigenous Peoples of the Americas

VII Meeting of PCC.I

The VII Meeting of the Permanent Consultative Committee I, Telecommunication Standardization (PCC.I) will be held in Washington, DC, United States of America, September 20 to 23, 2005. This meeting will consider in detail issues such as:

  • Internet Domain Names.

  • Cyber Security and Critical Infrastructure.

  • Broadband Access Technologies.

  • Fraud in Mobile Telecommunication

  • Capital Cost for the telecommunication sector of the region

  • Cost Structure of telecommunication services

  • Economic aspects of broadband over power lines (BPL) otherwise known as power line communication (PLC).

  • Certification Processes for Telecommunication Equipment in the Americas.

Please find below the draft general detailed agenda of the meeting. We also highlight that during this event, two workshops will be held on: Number portability and Telecommunication International Regulations.

VI Meeting of PCC.II

The VI Meeting of the Permanent Consultative Committee II, Radiocommunications including Broadcasting, will be held October 25 to 28, 2005 in San José de Costa Rica. There are several relevant subjects that will be considered, particularly we highlight:

  • Preparation of CITEL for the WRC-07.

  • Radio frequency identification devices (RFID).

  • Broadband Power Line Communications (BPL).

  • Refarming of 700 MHz band.

  • General guidelines for licensing global mobile personal communications system networks (GMPCS).

  • Considerations on the authorization of broadband communication services by networks of the aeronautical mobile-satellite service (AMSS).

  • Procedures to be followed for authorization of earth stations on board vessels (ESV).

  • Implementation Guide of Digital Terrestrial TV.

Candidate spectrum bands for IMT-2000 and systems beyond IMT-2000

In preparation for the World Radiocommunication Conference in 2007 (WRC-07), ITU-R Working Party 8F (WP 8F) is leading the ITU-R effort to analyze the amount of additional spectrum needed (if any) and identify potential candidate spectrum bands that could be used to support IMT-2000, its future development and systems beyond IMT-2000 for the year 2010 and beyond. It is assumed that any additional spectrum to be used for these systems would be identified at WRC-07.

MediaFLO™ Overview

QUALCOMM has developed an end-to-end solution, referred to as MediaFLO™ System that includes a new multicasting technology and air interface, known as Forward Link Only (FLO™) technology. (Multicast is the delivery of information to multiple destinations simultaneously using the most efficient strategy to deliver the messages over each link of the network only once. By comparison with multicast, conventional point-to-single-point delivery is called unicast, whereas delivery to every node of the network is broadcast).

Use of co-located adjacent channels in television

Technical regulations governing analog land-based television service in Brazil do not permit the use of co-located adjacent channels. In 2003, a manufacturer of television transmission equipment was authorized by Anatel to conduct tests to demonstrate that reducing the levels of spurious signals in UHF land-based analog television transmission would permit the operation of co-located adjacent channels.

Graduate program on-line: Telecommunications Technologies

The Center of Excellence of the Americas Region and the Development Bureau  (BDT) of the International Telecommunication Union (ITU) are organizing the Graduate Program on-line:  Telecommunications Technologies. This Program has been developed by a group of Nodes of the above mentioned Center of Excellence: National Telecommunications Administration of Uruguay (Administración Nacional de Telecomunicaciones del Uruguay) -ANTEL; University Blas Pascal, Argentina - UBP; University Distrital Francisco José de Caldas, Colombia - UD; University Externado de Colombia- UEC and Technological Institute of Buenos Aires (Instituto Tecnológico de Buenos Aires) - ITBA. This program will be provided in Spanish through the ITU, August 15, 2005 to August 18, 2006.

Thanks to the efforts of the ITU and the participant institutions, the cost of registration is one of the lowest that are now offered in the market for this type of programs.

Also, CISCO Systems is supporting the program by offering fellowships that cover 50% of the complete cost of the participant that gets and accepts the fellowship.

El Salvador: Numbering to be used

The Superintendencia General de Electricidad y Telecomunicaciones (SIGET) informs that the company INTELFON S.A. de C.V. will use the numbering from 7980-000 to 7983-9999 (total 40000). Telephone operators of country members are requested to do the required modifications of its equipments to make available this assigned numbering. (SIGET, 20 July 2005)

Chile: SUBTEL streamlines telecommunication procedures

We are striving to "improve government-sponsored efforts to facilitate the public's access to the authorizations needed to use, put to use, or operate telecommunication services," said Assistant Secretary Christian Nicolai, when he presented the Manual of procedures for authorizations. He added that the basic guiding principles for the drafting of this text were "transparency, auditability of the processes involved, and efficient management." According to the Manual, there are three kinds of authorization: franchises, permits, and licenses. (SUBTEL, 6 July 2005)

Ecuador: Charge for ending calls

At its meeting July 5, the National Telecommunication Council (CONATEL) unanimously approved the mathematical models presented by the National Telecommunications Secretariat, SENATEL, for determining the charge for termination in the fixed telephone network of a call received from the mobile network, and vice-versa. The new authorities of CONATEL and SENATEL, Mr. Juan Carlos Solines Moreno and Mr. Hernán León, designed by the President of the Republic, are reviewing the technical and legal aspects of  this subject. Chile: Text messages came to 494 millions during 2004

SUBTEL informed that during 2004 there were more than 494 millions 307 thousand text messages of mobile telephony (SMS) and according to its estimates, during the first three months of 2005, there were more than 160 millions text messages of mobile telephony. In 2003, there were more than  229 millions 626 thousand text messages. The growth of this service began in 2002 after the publication of the rule that mandates the interconnection of the text messaging systems between companies. (SUBTEL, 4 July 2005)

Chile: Subtel to hold competition for fixed wireless telephony licenses

The Undersecretariat of Communications published its call for competitive bidding for licenses for local wireless telephone service in the frequency band 3400-3600 MHz. The reception and opening of requests will be done September 15, 2005. (SUBTEL, 1 July 2005)

Colombia: Colombian Chamber of Information Technology and Telecommunications

On July 1, 2005, the Colombian Chamber of Information Technology and Telecommunications with venue in Colombia, became a new associate member of PCC.I and PCC.II.

The Colombian Chamber of Information Technology and Telecommunications is an organization that groups the most important private companies in the IT and Telecommunications sector in Colombia.Founded in 1993 as the authorized spokesperson in the sector's relationships with the State and the public opinion.

Ecuador: Andinatel S.A.

On July 7, 2005, the company Andinatel S.A. with venue in Ecuador, became a new associate member of PCC.I and PCC.II.

Andinatel is a leading provider of voice, data and Internet services in Ecuador. Its mission is to communicate Ecuador, offering integral telecommunication services with quality.
