Workshop on the implementation of Mutual Recognition Agreements (MRA)
on telecommunication equipment and promotion of trade |

The United States is involved in three Mutual Recognition
Agreements/Arrangements (MRAs) for telecommunications equipment: 1)
U.S.-EC. MRA, 2) APEC Tel MRA, and 3) CITEL MRA. Although each of these
agreements is at different stages of implementation with various
countries, keeping up with technical regulations governing
telecommunications equipment around the world can be a challenge. The
National Institute of Standards and Technology (NIST) has organized
a workshop on the implementation of Mutual
Recognition Agreements (MRA) on telecommunication equipments and
promotion of trade (October 3 to
7, 2005, Gaithersburg, Maryland, U.S.A.) in cooperation with the
U.S. Federal Communications Commission (FCC), the Telecommunication
Certification Body (TCB) Council, and the
Inter-American Telecommunication Commission of the Organization of American
States in order to bring together all interested parties.

Adopted in Executive Decree No 3393 of December 2002 as a priority
state policy, the National Agenda for Connectivity (ANC) is a dynamic
strategic plan containing policies, strategies, programs, and projects
designed to provide Ecuadorian society with domestic, subregional, and
international communication capability through the use of information
and communication technologies (ICTs). Its aim is to promote evolution
towards the Information and Communication Society and to ensure
exercise of the right to access and use ICTs in a fair and democratic
manner in order to facilitate the integral human development of the
people of the Republic of Ecuador.

Americas region of the ITU will hold the distance learning course
"Short message service SMS: applications and perspectives" that will
allow to To know and analyze the fundamental aspects on short message
systems that apply to the mobile telephony network, its theory, layer
structure, uses and applications. This course will provide the
opportunity to configure the protocol data unit for SMS so that it may
be installed on mobile operator networks either by using GSM MODEMs or
a terminal (mobile telephone).

Peru:
MTC proposes amendments to regulations to continue promoting
investments in the telecommunication sector for the benefit of users |
The Ministry believes it is advisable to build up
the regulatory framework so as to continue promoting further
investments for the benefit of users, despite progress in regulatory
matters and the development achieved in telecommunication services
after liberalization of the telecommunication market. Because of
this, today the drafts of the Supreme Decrees amending the Guidelines
of the Telecommunication Market Liberalization Policy are being
published for opinions and suggestions. (Ministry

Open bidding process for Phase II of broadband connectivity |
The Compartel Program of the Ministry of
Communications -www.compartel.gov.co- started up a public bidding
process to award a contract for Phase II of the Compartel Broadband

Brazil:
With over a million new cell phones in July, mobile telephony has
almost 11 million new accounts in 2005 |
In July, more than 1,061,296 cell phones were
added to the 75,517,674 mobile accounts in service in Brazil in June,
reaching a total of 76,578,970 personal mobile service subscribers in
Brazil as a whole. This year, only January and February saw a smaller
number of new accounts.(ANATEL, 15 August 2005).

Colombia:
Compartel selects operators for expanding and replacing networks for
broadband services |
A total of 65 selected
projects benefiting 15 departments, 63 municipalities, and 70
localities was the outcome of the Eligibility Order Hearing held on
August 10, 2005, for the purpose of determining the operators that
will be implementing the Compartel Program to expand and replace
telecommunication networks suitable for providing broadband services.

Peru:
telephone companies will be investing US$300
million to expand their services in urban and rural zones |
The Deputy Minister of
Communications, Juan Antonio Pacheco, announced that this year
operators of telephony service will be investing more than US$300
million for the expansion of fixed and mobile telephony networks. He
added that most of the investment by private operators is aimed at
providing telephony service to areas that are difficult to reach or
with insufficient coverage. (Ministry

Anatel adopts Standard for Certification and Approval of Public
Telephones |
This Wednesday, the Directing
Council of the National Telecommunications Agency (ANATEL) adopted the
Standard for Certification and Approval of Public Telephones, or pay
phones.The text adopted is an adaptation of an old Telebrás standard
to meet Anatel requirements. (ANATEL, 3

Searcher of telecommunication rules |
With the goal to increase the
transparency and facilitate the provision of information to the
public, the Undersecretariat of Telecommunications presented a
searcher of rules published by the Official Newspaper. The initiative
allows any person with Internet access to learn daily on the

Ecuador:
New Authorities of CONATEL and the National Secretariat of
Telecommunications. |
By means of Executive Decrees Nos. 332 and 333, on
July 15, 2005, the President of the Republic, Dr. Alfredo Palacio,
designated new authorities for the National Council of
Telecommunications and the National Secretariat of Telecommunications.
Regarding this, he appointed Dr. Juan Carlos Solines as Chairman of
CONATEL and Dr. Hernán León as National Secretary of
Telecommunications, who are now working on priority sector-related
