prepare for WTSA-04
The World Telecommunication Standardization Assembly
(WTSA-04) took
place from 5 to 14 October in Florianópolis,
Brazil. The WTSA-04 drew to a close with a plan for future
global standards-setting and a clear statement about the direction of
the future work of ITU’s Telecommunication Standardization Sector
(ITU-T). Internet-related issues and next-generation networks emerged
as key areas. 475 delegates from 75 countries participated.

version of the Blue Book on Telecommunication Policies for the
Americas |

As part of the process of updating the Blue Book
entitled “Telecommunication Policies of the Americas,” a meeting of
the Drafting Group was held In Buenos Aires,
Argentina, September 29 to October 1, 2004, to write and adopt
the new version. Taking part in the meeting were delegates of
Argentina, Brazil, Colombia, Dominican Republic, Guatemala, Nicaragua,
Paraguay, Peru, and Venezuela. Also taking part were representatives
of the Inter-American Telecommunication Commission (CITEL) and the
International Telecommunication Union (ITU).

XIV
meeting of COM/CITEL and IV meeting of PCC.II |
The XIV meeting of COM/CITEL
will be held in Buenos Aires, Argentina, November 30 to December 3, 2004.
During this meeting there will be the opportunity to, among others: define
the fellowships program of CITEL for 2005, continue with the
preparation of high priority ITU conferences such as the World
Telecommunication Development Conference and the Plenipotentiary
Conference of 2006; to review the update of the Blue Book; to assess
the fulfillment of the Summit of the Americas mandate and to prepare
the next meeting to be held in 2005; and to analyze the preparation
for the second phase of the World Summit on the Information Society (Tunez,
2005).
The IV meeting of PCC.II will be held in Buenos Aires, Argentina,
December 6 to 9, 2004. Among the main issues to be considered we may
indicate: preparation for WRC-07; continuation of the preparation of
the Implementation Guide of Digital Terrestrial Television; analysis
of the usage of the 450 MHz band and of the 5 GHz band by RLAN; study
of low power devices; consideration of the procedures to use for the
authorization of Earth Stations on board Vessels (ESV) and
implementation aspects of regulations to facilitate the deployment of
satellite services.

and Regulatory Challenges of UWB technology |

Ultra-Wide Band (UWB) technology uses pulsed
emissions that are of very short duration which result in very
wideband low power emission bandwidths that are in the order of GHz.
This technology promises to be useful in many civil and military
applications such as communication, construction, transportation,
public protection and disaster relief. Indeed, the technology can be
used to find the location of objects in the ground, through walls,
measure levels in a container, or to transfer large amounts of data
such as video very rapidly. A quick search on the internet will yield
many descriptions of the technology, as well as good historical
information on its development.

The most significant technological change since the
launching of the Web has begun with the introduction of the new
version of the Internet Protocol - IP Protocol version 6 (IPv6). The
current version of the Internet Protocol (IPv4) developed in the
1970’s allows for 4.3 billion IP access points, based on a 32-bit.
With the revolution of the Internet over the last decade, it became
clear that global addresses shortage would be critical in several
regions of the world, in particular in transition economies. The new
Internet is today perceived as the only alternative to enable global
connectivity by providing the means of getting the massive Internet
address space required.

in Colombia |
To achieve more usage of mobile
services with the required quality levels, and also to achieve a more
dynamic and developed mobile market that results in more competitive
companies and in well-being for the users, the Ministry of
Communications of Colombia has put into consideration of the sector a
document that proposes the allocation of additional spectrum to the
operators of TMC following certain conditions that are indicated in
the above mentioned document.
