Carmen Moreno Toscano
Executive Secretary

Carmen Moreno has served as the Mexican ambassador to Costa Rica and Guatemala, as well as the Permanent Representative of Mexico to the Organization of American States. In 1994, Ms. Moreno was awarded the rank of Eminent Ambassador.

Ms. Moreno was a member of the Mexican Delegation to the first UN Conference on Women and a delegate to ECOSOC for the establishment of the UN Decade for Women, Equality, Development and Peace (1985).

In December 2003, Carmen Moreno was appointed by the Secretary-General of the United Nations, Kofi Annan, as Director of the United Nations International Research and Training Institute for the Advancement of Women (UN-INSTRAW, now part of UN Women).

In July 2009, Jose Miguel Insulza, the Secretary General of the Organization of American States appointed Ambassador Moreno as Executive Secretary of the Inter-American Commission of Women.
