    The Supply Reduction Unit (SRU) of the Executive Secretariat of the Inter-American Drug Abuse Control Commission (ES-CICAD) of the Organization of American States (OAS), will hold Working Sessions in relation to the Inter-American Program for Strengthening Gender Equality in Counterdrug Law Enforcement Agencies, known as GENLEA, in Bridgetown, March 19-20, 2024 to support the strengthening of gender equality measures/policies and provide assistance for the effective implementation of the gender equality action plans.

    The Office of the General Secretariat of the Organization of American States Office in Barbados and the Faculty of Culture, Creative and Performing Arts (FCCPA) of the University of the West Indies (UWI), Cave Hill Campus, with the support of the Division of Culture - Prime Minister's Office, will commemorate the VII Inter-American Week for People of African Descent in the Americas and World Poetry Day 2024 on Thursday March 21, 2024 at 7:00pm, at the Walcott Warner Theatre. The theme of the celebrations is “Global Freedom: Emancipate yourself from Mental Slavery” which will speak to the strength, commitment, beauty and culture of our people via poetry, spoken word and the performance arts.   • OAS POETRY COMPETITION

    The Organization of American States (OAS) will celebrate, from March 21 to 25, 2022, the Fifth Annual Inter-American Week for People of African Descent in the Americas under the theme “Stories of Courage in the Americas: Resistance to Slavery and Unity against Racism”. One of the activities scheduled is that of a Poetry Competition.

    In collaboration with the Ministry of Education, Technological and Vocational Training, the OAS Barbados Office is inviting Barbadian youth aged 16 to 25 to submit their newly created or existing poetry, via e-mail to [email protected]. The poetry should not be more than 400 words and must relate to the selected theme. Submission deadline is March 23, 2022.

    To be considered, submissions should include the following: poet’s name, age, address, phone number and e-mail address (if available). All entries will be reviewed but only the winning entrants will be contacted.

    Prizes and certificates will be awarded to the top 3 poems selected as winners. With the author’s permission, the winning poems will be posted on the OAS Barbados Office webpage.
  • Second Edition of the Digital Diploma in Leadership for Social Inclusion and Access to Rights

    On the occasion of the commemoration of International Human Rights Day, the Department of Social Inclusion (DSI) of the OAS Secretariat for Access to Rights and Equity (SARE), with the support of the Civil Society Section and RIADIS, launched the Second Edition of the Digital Diploma in Leadership for Social Inclusion and Access to Rights, which will be imparted under the framework of the OAS School of Governance. This Digital Diploma will take place starting March 15, 2022, until May 5, 2022, with two sessions per week in virtual format, and at no cost to participants.

    The Digital Diploma is designed for government officials, members of civil society organizations and other actors in the region with an interest and demonstrated commitment to leading on issues of social inclusion and human rights. The Digital Diploma will be carried out in Spanish with closed captioning and simultaneous interpretation into English.

    Some of the topics to be covered in the Digital Diploma include human and social, economic, social, cultural and environmental rights; strategic communication, political and social leadership; situation of groups in vulnerable situations; intersectionality; international and InterAmerican juridical frameworks; use of social media for incidence in this agenda, among others.

    Dear prospective applicant:

    The following is a list of documents and forms you must submit in order to apply for a student loan at the Leo S. Rowe Fund. Please carefully read the “General Conditions” and “Frequently Asked Questions” before you fill out the application form. It is your responsibility to gather all listed documents and submit them through the Loan Application Form. Temporarily certain documents may be submitted via email to [email protected]. Complete applications are received by no later than the first day of the month you wish your application to be reviewed.

    - Completed Loan Application Form.

    -Completed form from Foreign Student Advisor, temporarily, the Advisor may send the form directly to [email protected] with digital signature.

    - A copy of your I-20 or DS-2019 form.

    - An official enrollment verification from the University certifying your full time status for the period for which the loan is requested and expected completion date.

    - Most recent official transcripts.

    - A copy of the pages of your passport that identify your: Picture, personal data, and country of citizenship.

    - The visa granted by the United States government.

    - I-94 form from the Immigration and Naturalization Service (INS). You may obtain the I-94 form at: www.cbp.gov/I94 including the latest entry date into the U.S.

    - Evidence of other sources of financing to cover the greater part of the academic expenses. For instance, a copy of documents that demonstrate funding from scholarships, fellowships, and subsidies granted to pursue your present studies. Also, submit proof of any salary that you are earning or have earned in the United States.

    - An official email or letter of recommendation from a professor or academic advisor. Rowe Fund loans must be underwritten by a guarantor who signs an agreement pledging to repay the unpaid balance of the debt should the loan recipient default. Acceptable guarantors may be: a) preferably, either a citizen or permanent resident of the United States (other than spouse), or b) an institution, person, entity, or mechanism specifically accepted by the Rowe Fund Committee.

    The following documents are required for a citizen or permanent resident of the United States: Temporarily, the requested documents below are received electronically on the condition that the original Guarantor's Agreement duly notarized be sent later by mail.

    - Original copy of the Guarantor’s Agreement Form, duly notarized along with two copies.

    - A letter from the employer of the guarantor stating his/her annual income and the initial date of his/her employment.

    - The most recent copy of the guarantor's bank statement or letter from the bank indicating the length of time the guarantor has been their customer. The guarantor must reside in the US and submit copy of any of the following as proof of such status: Birth certificate.

    - U.S. passport.

    - If the guarantor is a permanent U.S. resident, he/she must submit a copy of his/her green card.

    Loan applications are processed through the Secretariat of the Rowe Fund. Loan applications that comply with the eligibility requirements will be reviewed and evaluated by the Committee; however, this is not to be defined as automatic approval.     1. Linda M. Deane, Barbadian Literary Activist and Editor, first Prize winner of the 2020 Frank Collymore Literary Endowment.

    2. Barbadian Winston “I” Farrell, an internationally recognised Performance Artist, Published Poet, Practicing Playwright, and Theatre Artist. Widely regarded as Barbados’ godfather of rhythm poetry.

    3. Zoanne Evans, a Barbadian writer who published her first book of poems in 1999. Her work Tameisha’s Lesson won the Prime Minister’s Award at the 2020 Frank Collymore Literary Endowment.

    4. Esther Phillips, Editor of the literary magazine BIM : Arts for the 21st Century, Founder of the Writers Ink Inc. In 2018 she was recognised as Barbados’ first ever Poet Laureate.

    5. The late Barbadian poet and historian, Edward Kamau Brathwaite, notably Barbados most celebrated poet. He is widely considered in academic and literary circles as one of the major voices in the Caribbean literature

    Barbados joins the Organisation of American States (OAS) in celebration of the Inter-American Week of Activities for Persons of African Descent that takes place from March 21- 26, 2021. The selected theme for the Week of Activities is ‘Ending Slavery’s Legacy of Racism: The Imperative for Strengthening Justice and Resilience in Afro-Descendant Communities in the Americas In The Face of Covid-19’. The Week of Activities seeks to encourage Members States of the OAS to focus on the contribution of persons of African descent to the development of the Americas. This week of activities also contributes to the work of the Division of Culture in building national pride and identity by celebrating Barbados’ heritage and culture.

    The week will be launched on March 21, 2021 6:00 p.m. with the Night of the Griots, Rising Above COVID, being hosted by the National Library Service and highlights some of Barbados’ well-known poets including Adrian Greene. Remarks will be given by Assistant Secretary General of the OAS Nestor Mendez and the Honourable John King, Minister with Responsibility for Culture in the Prime Minister’s Office.

    The week-long calendar of events will feature virtual readings from some of Barbados’ most celebrated poets and writers including Barbados’ Poet Laureate Esther Phillips and award winning authors Winston Farrell, Linda Deane and Zoanne Evans. It will also feature virtual seminars and presentations on relevant topics such as reparations, national identity and resistance. A significant date in this Week of Activities is March 25, which marks the International Day of Remembrance of the Victims of Slavery and the Trans-Atlantic Slave Trade. The International Day also aims to raise awareness about the dangers of racism and prejudice today. On that day we will be joined by Special Advisor to the Prime Minister -Trevor Prescod who is also Chairman of the Task Force for Reparations and Special Envoy on Reparations and Economic Enfranchisement, and Chereda Grannum, the 2016 UN Fellow for the International Decade of Persons of African Descent.

    The week closes on March 26, 2021 with a virtual seminar by Dr. Rodney Worrell, entitled "State Repression in Barbados: The Barrow Government versus the Black Powerites, 1968-70" under the banner of the Department of History and Philosophy, UWI, Cave Hill Campus as part of the History Cross Campus Seminars.   • Inter-American Program for Strengthening Gender Equality in Counterdrug Law Enforcement Agencies (GENLEA/CICAD) – Barbados National Workshop – December 11 – 13, 2018.

    The Supply Reduction Unit (SRU) of the Inter-American Commission on Drug Abuse Control (CICAD) of the Organization of American States (OAS) is currently carrying out National Workshops to strengthen gender equality in Counterdrug Law Enforcement Agencies (LEAs). This initiative is in response to trends that were highlighted during the Special Session of the United Nations General Assembly (UNGASS) on the world drug problem, held in April 2016. These National Workshops, which are funded by Canada, are conducted with the participation of recognized international experts on the subject, as well as with relevant counterparts from the host countries. The workshops, we believe, represent a unique space to empower women in law enforcement, and discuss specific measures that could be implemented in each member state in order to address existing challenges.

    The Barbados National Workshop is a follow up from a mission to the country earlier this year by Rafael Parada and Ana Alvarez of the Supply Reduction Unit of CICAD.

    At the conclusion of the national workshops, the SRU will create an open space of discussion and knowledge-sharing by holding the First Regional Summit on Gender Equality in Counterdrug LEAs in 2019 and publishing a set of gender equality guidelines. These guidelines would become the first tool designed to enhance women’s empowerment and reduce gender gaps in counter-drug LEAs. The guidelines will be useful also in the harmonization of knowledge and procedures within the region.

    I have attached for your attention a draft agenda for the Workshop and a registration form for participants. The national workshop will cater for thirty-five (35) participants and we can therefore accept three (3) nominations from each agency. I look forward to your response and I am prepared to provide any further information that you may require. Please note that we are in the process of selecting a venue.

    Minister of Foreign Affairs and Foreign Trade, Senator Dr. Jerome Walcott, made this known to OAS Representative to Barbados, Francis McBarnette, during a recent courtesy call at the Ministry on Culloden Road, St. Michael.

    Minister Walcott singled out the training provided by the Inter-American Drug Abuse Commission (CICAD) as a prime example, and noted that CICAD has made a “significant difference in the area of illegal drugs”.

    He reiterated that Barbados appreciated the good work being done by the OAS, as well as the OAS National Office. He further pointed to scholarship opportunities and current initiatives in culture, tourism, security and education.

    Mr. McBarnette stated that Barbados has one of the most active offices in the Caribbean, and he looked forward to the strengthening of relations, especially since the OAS would soon be celebrating its 70th Anniversary.

  • Barbados Port Inc. Hosts Meeting of the OAS Inter-American Committee on Ports (CIP)

    With the attendance of the highest port authorities from Argentina, Mexico, Panama, Peru, the United States, and Uruguay, Barbados Port Inc. will host the 18th Meeting of the Committee’s Executive Board. The Inter-American Committee on Ports (CIP) of the Organization of American States (OAS) is the highest political hemispheric forum for port matters. Barbados as the Board’s Vice-Chair has hosted this meeting in 2015 and this year the Executive Board will consider and approve activity reports from the other national port authorities in the six CIP priority areas. These areas cover the following:

    • 1. competitiveness and logistics;
    • 2. sustainable port management and environmental protection;
    • 3. port security and protection;
    • 4. legislation and regulation;
    • 5. Services to Ships and Dredging; and
    • 6. Corporate Social Responsibility and Gender Equity.

    David Jeanmarie, CEO of Barbados Port Inc., extended a warm welcome to the delegates and wished a very productive meeting assuring everyone of Barbados’ continued support and cooperation. The CIP will organize three more meetings this year; the 10th Forum on Port and Maritime Security in Puerto Vallarta, Mexico on September 3 to 7; the 5th Hemispheric Conference on Port Logistics and Competitiveness in Panama on October 4 to 6; and, the IV Hemispheric Conference on Sustainable Port Management “Green Ports ad a Key to Competitiveness” in Mazatlan, Mexico on Octobber18 to 20, 2017.

    Jorge Duran, CIP Secretary, expressed his gratitude to Barbados Port Inc. for hosting the meeting and for its unwavering support and collaboration asserting that the last four years have been the most productive in the history of the CIP with concrete benefits and training opportunities for Member Countries increasing from 42 in 2013 to 211 this year. The 11th Meeting of CIP will be held in Mexico City in August of 2018.

    The OAS Country Representative, Francis McBarnette, stated that he is particularly pleased with the work of the CIP that is in full support of the OAS Inter-American Development Agenda and the United Nations Sustainable Development Goals (SDGs) thus affording strong measure of support to the CIP’s Action Plan and future activities.

    In 2016, the Caribbean Innovation Competition (CIC) generated over 153 proposals developed by innovators and entrepreneurs from 16
    CARICOM countries. Eight Teams representing Barbados, Jamaica, Saint Vincent and the Grenadines, Guyana, and Trinidad and Tobago
    participated in the finals held in the Dominican Republic within the framework of the Talent and Innovation of the Americas Competition
    (TIC Americas) and the 46th General Assembly of the Organization of American States (OAS). The Caribbean Innovation Competition
    (CIC) is an international support programme and business start-up accelerator for entrepreneurs in the Caribbean. Organized by the
    Young Americas Business Trust (YABT), in collaboration with REACH regional and national partners, the Competition provides a support
    platform for entrepreneurs to transform their intellectual ideas into profitable business models.

    REACH, the Caribbean Regional Entrepreneurial Asset Commercialization Hub, is an IDB funded regional technical cooperation project

    Barbados will officially launch a Drug Treatment Court on Tuesday 11th February, 2014 at the Supreme Court in Bridgetown at 9:30 am. The country signed a Memorandum of Understanding (MOU) in March 2013 with the Inter-American Drug Abuse Control Commission (CICAD) of the Organization of American States (OAS) to participate in a hemispheric project to promote drug treatment courts and similar court-supervised treatment alternatives to incarceration in the Americas. A Drug Treatment Court Steering Committee chaired by Justice Randall Worrell which included a wide cross section of stakeholder from the judiciary, law enforcement, the health sector and other community support services have worked since that time to elaborate the mechanisms which will allow the court to become operational.
    Treatment alternatives to incarceration for drug-dependent offenders involve diverting substance-abusing offenders from prison and jail into treatment and rehabilitation under judicial supervision. By increasing direct supervision of offenders, coordinating public resources, and expediting case processing, treatment alternatives to incarceration can help break the cycle of criminal behavior, alcohol and drug use, and imprisonment. In several countries Drug Treatment Courts have been able to reduce effectively:
    o Crime
    o Relapse into drug abuse
    o The size of the prison population and
    o The mechanism has been cost-effective.
    The keynote address at the launch will be presented by the Attorney General and Minister of Home Affairs, the Honourable Adriel Brathwaite. The High Commissioner of Canada, H.E. Richard Hanley, the Executive Secretary of the Inter-American Drug Abuse Control Commission (CICAD), Ambassador Paul Simons and the Chief Justice of Barbados, Sir Marston Gibson will also participate in the event.

    OAS and UWI strengthen Social Protection Capacity in the Caribbean

    The Executive Secretariat for integral Development of the Organization of American States (OAS) through its Inter-American Social Protection Network (IASPN) and the University of the West Indies (UWI), Mona Campus, Jamaica have partnered to deliver a Post Graduate Diploma on Social Protection for professionals of Ministries of Social Development and similar public sector institutions in the Caribbean. The Diploma was publicly launched at the Third Caribbean Workshop on Social Protection and International Cooperation on September 27, 2013 at the Hilton Barbados Resort by Dr. Heather Ricketts of UWI and Kim Osborne of the OAS.

    The OAS and UWI by combining efforts and competencies will employ a blended mode of delivery consisting of on-line learning through the OAS Education Portal of the Americas and a two week on-site at UWI, Mona Campus in Jamaica. The Diploma is designed to allow for knowledge sharing among professionals while providing a full complement of tools and methodologies for social policy design, program delivery and most important program monitoring and evaluation.

    Dr. Ricketts at the launch of the Diploma indicated that the collaboration of OAS and UWI facilitated the realization of UWI’s vision of being “globally recognized, regionally integrated, innovative, internationally competitive and deeply rooted in all aspects of Caribbean development”. For the OAS this represents an opportunity to strengthen the institutional and human resource capacity of our region by ensuring that sound policies and programs that underpin sustainable development are developed.

    The program begins on Monday 30 September, 2013 and will run until July 2014. The OAS with the financial support of the United States of America has awarded scholarships to the first cohort of 28 participants from Caribbean member states.

    OAS Assistant Secretary General Calls for Urgent Attention to Food Security in the Caribbean

    The Assistant Secretary General of the Organization of American States (OAS), Albert Ramdin, called for reforms in agriculture in the Caribbean including increased public-private partnerships and renewed focus on research and development during a conference this week in Barbados on food security and the economic implications of reliance on food imports.

    Among the specific areas of concern, the OAS Assistant Secretary General cited the rising food import bill of the Caribbean region which now totals over US $4 billion, and its comparatively low agricultural output. Assistant Secretary General Ramdin said food security has become one of the most actionable items of this era, raised at almost every major meeting, assembly or conference, including Summits of the Americas and OAS General Assemblies, yet noted that execution of many commitments is often delayed. "Five years ago we identified key challenges: the lack of entrepreneurship and investment, ageing farmers, severe weather events and antiquated practices, but I am not sure we've acted enough to correct it. Five years later many of us are in the same position," said Ramdin.

    Commending the government of Barbados for undertaking such a focused discussion, the high ranking OAS official described the situation in the Caribbean as worrisome: "the reality is that we simply do not have direct control over a significant percentage of our food supply, and we are increasingly vulnerable to every change or disruption in external production," added Ramdin.

    Pointing to a direct link between food security, development, poverty, social and political stability, Ambassador Ramdin also urged governments to focus more strategic efforts and resources to increase growth in the sector by considering more public-private partnerships and examining the potential of dedicating more state land to agriculture.

    Ramdin called on governments to reinvest in research and development institutions and to rebuild agricultural traditions. "We must be consistent in our efforts, ensuring there is a second generation of creative, technologically advanced farmers, or growers,” said Ramdin.

    The Minister of Agriculture, Food, Fisheries and Water of Barbados David Estwick took part in the conference, as did Minister of Health John Boyce, Principal of the University of the West Indies Cave Hill Sir Hilary Beckles, officials of the Food and Agriculture Organization (FAO) of the United Nations, the Inter-American Institute for Cooperation on Agriculture (IICA), the National Agricultural Commission, farmers, representatives of non-governmental organizations and McGill University Dean Chandra Madramottoo.

  • Barbados Commits to Drug Treatment Courts

    The government of Barbados today signed an agreement with the Organization of American States (OAS) to implement a pilot Drug Treatment Court project to promote judicially supervised treatment alternatives to incarceration for drug dependent offenders.

    The signing of a Memorandum of Understanding by Attorney General Adriel Brathwaite and the Acting Assistant Executive Secretary of the Inter-American Drug Abuse Control Commission (CICAD) Angela Crowdy concludes the phase of negotiations and opens that of implementation. With the signing of the Memorandum, the OAS fully commits itself to promoting judicially supervised treatment alternatives to incarceration for drug dependent offenders in Barbados. The country now joins a selective group of others that have turned ideas into policies and practices, including Trinidad and Tobago, Costa Rica, and the Dominican Republic.

    On introducing the concept of drug treatment courts as an alternative to incarceration for drug dependent offenders last year, Attorney General Brathwaite said “From my end, I have bought into the concept of a drug treatment court. I believe our role is to save as many of our young men and young women as possible. What the court will do is enable us to sit down as a team and do exactly what we are presently doing, but with one objective, the objective is that we want to save the participant – not the defendant, not the criminal, the participant.”

    Drug related crime carries implications for backlogs in the court system, cost of incarceration, recidivism, and public health. The OAS, through the Drug Treatment Court Program for the Americas, is supporting Member States to find better ways to treat individuals with a drug abuse problem, prevent violence, promote citizen security, improve neighborhoods and communities, and reduce the risk of relapse into drug use.

    Throughout 2012, Barbados has participated in an international training workshop and hosted a sensitization workshop for Drug Treatment Courts (DTCs). Barbados will continue to receive training carried out by the Inter-American Drug Abuse Control Commission (CICAD) of the Secretariat for Multidimensional Security, as part of the OAS Drug Treatment Court Program for the Americas. This has been possible thanks to the financial support and contributions of the government of Canada through the Anti-Crime Capacity Building Program (ACCBP).

    Through these activities, judges, prosecutors, defense attorneys, police and probation officers, treatment providers, as well as policy makers involved in this process, are able to observe, analyze, and study the model in various countries where the DTCs are already operational. Other organizations, like the CARICOM Secretariat, together with experts from Canada, the United States, and Jamaica, also support the initiative.

    The CICAD Executive Secretariat will, as a result of this MOU, begin the process of meeting with the Barbados DTC Steering Committee to work out an action plan for 2013-2014, outlining the steps that will be taken to implement, monitor, and evaluate the DTC project.

  • VISIT TO BARBADOS OF THE ASSISTANT EXECUTIVE SECRETARY OF THE INTER AMERICAN DRUG ABUSE COMMISSION (CICAD)

    The Assistant Executive Secretary of CICAD of the Organization of American States (OAS), Ms. Angela Crowdy will be visiting Barbados from Monday 25th March 2013. Ms. Crowdy’s mission to Barbados will coincide with the signing of a Memorandum of Understanding (MOU) to facilitate the establishment of a Drug Treatment Court (DTC). You may recall that similar courts have been established in Jamaica and in Trinidad and Tobago with the assistance of CICAD.

    Ms. Crowdy has responsibility for the Multilateral Evaluation Mechanism (MEM) which is a diagnostic tool, designed by all Member States, which measures the progress achieved by individual countries and the Hemisphere as a whole, in the dealing with the drug challenge.

    The Assistant Executive Secretary is very interested in meeting with stakeholders, to explain what CICAD is doing, to understand better any challenges that thier may face, and to offer assistance where possible.

    We will be working through the RCMP to identify candidate for the seminars. Barbados and Grenada. These should be people who are concerned with security or screening passengers at the airport

  • OAS Secretary General Congratulates Prime Minister of Barbados

    The Secretary General of the Organization of American States (OAS), José Miguel Insulza, today sent a letter of congratulations to the Prime Minister of Barbados, Freundel Stuart, for the victory of his party in the general elections of February 21 and for his reappointment as the country’s leader.

    In his letter, Secretary General Insulza wrote that the vote showed the confidence of the people of Barbados in the plans of the government of Prime Minister Stuart. The victory, continued the leader of the hemispheric organization, took place in a very competitive environment combined with an exemplary atmosphere of peace, freedom and justice, as is the tradition in the Caribbean country. “I congratulate the people of Barbados,’ he added.

    In his conclusion, the Secretary General offered to Prime Minister Stuart and his government “the support of the OAS,” and assured him “that the organization stands ready to work with you in advancing your country’s development objectives and priorities.”

    Barbados Assumes Chair of OAS Inter-American Council for Integral Development

    The Permanent Representative of Barbados to the Organization of American States (OAS), John E. Beale today assumed the Chair of the Inter- American Council for Integral Development (CIDI), the main body of the hemispheric organization with decision making power in matters of partnership for integral development.

    The Chair of the CIDI was received from the Permanent Representative of Antigua and Barbuda, Deborah-Mae Lovell, who held the role for the past six months and who concluded her term highlighting development as a “central” issue in the work of the OAS. "These are interesting times in the chapter of development for the region, and in the last six months we have been working for the Council to address this issue from a broader and invigorated perspective," said the Caribbean ambassador, who also offered her support to the incoming Chair.

    For his part, Ambassador Beale said that "Integral development really says it all about the OAS," because in his view it is an issue that affects both developing and developed countries. "Development is the way and the engine of economic growth," he said, recalling that, of all the pillars of the OAS, this is the most important because “this is the one that will help us achieve the other ones.”

    During the ceremony, held at OAS headquarters, the new CID Chair announced that he will focus his work on achieving more concrete and achievable objectives with fewer mandates.

    The OAS Secretary General, José Miguel Insulza, congratulated the representative of Barbados and shared his vision regarding the importance and impact of development in all areas of the work of the organization. "Democracy and development go hand in hand," he said, and expressed his support for the prioritization of greater focus, rather than expansion, of CIDI’s work.

    "We have to define the areas in which we can make a difference and discuss and negotiate with other organizations of the Inter-American system the possibilities to share what we have been doing and we want to do," said the leader of the hemispheric organization.

    The CIDI reports directly to the General Assembly and is intended to promote cooperation among Member States for the furtherance of their integral development and, in particular, to help eliminate extreme poverty. The Council is composed of all Member States who meet in regular, extraordinary, specialized and/or sectoral meetings.

These events are intended to deepen on the reform agenda and its main themes.



    The forums are the occasion to convene experts, representatives of Member States and organization of civil society, in order to dialogue on the items on the reform agenda.
    The Forum of Bogota, installed by the President of the Republic of Colombia Dr. Juan Manuel Santos Calderón, was the first of this series and it was held on August 22 and 23, 2012.

    The United Nations Development Program (UNDP) for Barbados and the OECS and the Young Americas Business Trust (YABT) of the Organization of American States (OAS ) are pleased to announce the Launch of the Caribbean Innovation Challenge (CIC) to take place in Barbados on October 2, 2012 at 4:00pm (EST) within the framework of the Foromic Conference http://www.foromic.org/), an event organized by the Multilateral Investment Fund of the Inter-American Development Bank (IADB).

    The Caribbean Innovation Challenge is an international competition and business start-up accelerator program for young entrepreneurs in the Caribbean. The CIC is organized and developed by UNDP Barbados and the OECS, and the Young Americas Business Trust (YABT) as part of the UNDP project Youth Innovation (Youth-IN): A Caribbean Network for Youth Development,.

    The CIC differentiates itself from other existing business model competitions by incorporating "before and after" stages, focusing on training and mentoring as preparation for the competition, and providing follow up services that include access to finance, networking activities, internships and promotion opportunities – which are key support services for first-time young entrepreneurs.

    Representatives from different national and international organizations will be attending, along with prominent and aspiring young entrepreneurs from the Caribbean.

    Youth-IN responds to the needs of youth identified in the report of the CARICOM Youth Commission (2010): 'Eye on the Future: Investing in YOUTH NOW for Tomorrow's Community'. Youth-IN promotes Caribbean youth inclusion, youth innovation, youth interest and youth Involvement. The project addresses the challenges of young people in the region and enhances opportunities for young people to make a difference in their communities and their nations.

    Phases of the Caribbean Innovation Challenge

    1. Online Semi-Finals: Teams complete a concept paper, a business model, a prototype test, a Facebook group or blog, and a collage of promotional photos, videos or graphical presentations.

    2. On-site Finals: Teams that qualify for the On-site Finals will make their "pitch" in person to the judges present at the CIC Award competition. The finalists will also have the opportunity to showcase and promote their products, or services, at an international event, that will include representatives from the private and public sectors, international and local organizations, financial institutions, among others.

    Each CIC Award will include a cash prize of US$5,000

    A CIC trophy will be presented to each winning Team.

    A Certificate will be presented to each registered Team member as the CIC Winning Team Finalists

    The leading annual microfinance and microenterprise development event in Latin America and the Caribbean comes to the English-speaking Caribbean for the first time in its history. Barbados will welcome participants to Bridgetown from 1-3 October for the XV Inter-American Forum on Microenterprise (Foromic).

    Foromic is the most important marketplace and conference in Latin America and the Caribbean focused on micro, small, and medium enterprise finance and development, bringing together delegates from financial and microfinance institutions, associations of microentrepreneurs, government agencies, NGOs, international organizations, academia and more.

    In 2011, about 1,300 professionals from over 40 countries gathered in San Jose, Costa Rica, to exchange ideas and knowledge on best practices and strategies to promote entrepreneurship and economic activity in the micro and small enterprise sector.

    The event is organized by the Multilateral Investment Fund (MIF), a member of the Inter-American Development Bank Group, and the Ministry of Finance and Economic Affairs of Barbados.
  • Sub-Regional Meeting for the Drug Information Network

    The OAS/Inter-American Drug Abuse Control (CICAD) through its Inter-American Observatory on Drugs (OID) is working to strengthen the capacity of our member states to gather, analyze and report drug-related information. As part of CICAD’s work in the area of information, research & statistics on all aspects of the drug phenomenon, we are proposing to host a workshop on the drug information network (DIN) with selected official from the Caribbean Countries.

    This event will provide a forum for the presentation and review of several surveys, studies and information projects undertaken during the last two years throughout the region. It would also allow for preliminary discussions on setting up a regional Drug Information Network (DIN) and training new person to be apart of this network.
    In addition to facilitating the sharing of new information among regional counterparts in this field, the meeting also allows for some training and re-training of new person who have recently taken up responsibilities for drug information network. Some of the key areas of focus in this workshop will be the definition of standard indicators for DINs, the fostering of a commitment by countries to produce annual DIN reports, as well as the implementation of pilot project to improve availability of information from treatment centers in Caribbean Countries.

    The Organization of American States (OAS), in conjunction with the Antigua and Barbuda Tourism Authority with the support of the Canadian International Development Agency (CIDA), the Government of Luxembourg and the Government of Serbia is organizing a Forum for Caribbean Small Hotels in Antigua and Barbuda as part of the Small Tourism Enterprise Network initiative. This Forum will be held at the Antigua and Barbuda Hospitality Training Institute, Antigua, July, 12-13, 2012.

    Mrs. Bonita Morgan Dir. Human Resources, Caribbean Tourism Organization a facilitator at the forum.

    Ms.Julia Bleman of Tropical Winds Apartment Hotel will attend on the behalf the Government of Barbados.


    The forum will provide opportunities for owners, operators and administrators of small hotels to access new information on service quality, the culture of hospitality, social responsibility, marking, technology tools and information system for the tourism sector and the use of social media among small hotels. This initiative is part of the Office of Tourism Sustainable Tourism Program for 2012 under the auspices of the small Tourism Enterprise Network (STEN) Project which focuses on improving the competitiveness of small tourism enterprises. The forum targets owner/managers of small tourism enterprises in the Caribbean with small hotels of 75 rooms or less.

    The OAS Barbados Office celebrated Pan American Day 2012 with a reception at the Barbados museum and Historical Society on Friday 25 May, 2012. The reception was held in collaboration with the PAHO, IDB and IICA.

    The offices of IICA and PAHO with the OAS mounted booths display information and on-going projects and the IDB in the course of the evening presented a six (6) minute video presentation on a project on coastal zone management. Venezuela Canada, Brazil and the United States also mounted booths.

    The reception was well attended by the diplomatic community and a cross section of the national community. The Dean of the diplomatic corp, the Ambassador of Brazil, the Ambassador of venezuela, the British High Commissioner, the Director-General of the Office of Trade Negotiations of CARICOM, Charge d'affaires of Canada were among those present at the reception.

    CIFTA as a program was approved during the First Plenary Session of the OAS held on November 13, 1997. Its purpose was to establish a regional standard for the control of the illicit manufacturing and trafficking in firearms: the Inter-American Convention against the Illicit Manufacturing and Trafficking in Firearms, Ammunition, Explosives and Other Related Materiales. CIFTA emphasizes the need for authorizations or licenses of export, imports and transit; the reinforcement of the checkpoints for exports, amongst other things. The Convention thus seeks to promote and facilitate the cooperation and exchange of information and experiences between OAS Member States. The Convention established a Consultative Committee gathering a representative for each State Party in order to guarantee its implementation, to promote the exchange of information, to facilitate cooperation and foster training between States.[1]

    Achieving Sustainable Energy for All is essential for addressing two of the most pressing challenges of
    our time – reducing poverty and minimizing the risks of climate change impacts. Without access to
    sustainable energy, there can be no sustainable development. The upcoming United Nations
    Conference on Sustainable Development in Rio de Janeiro in June 2012 (Rio+20), presents the
    international community with an opportunity to establish a global response for making sustainable
    energy for all a reality on the ground in every community and every country.
    To that end, the United Nations General Assembly has declared 2012 the International Year of
    Sustainable Energy for All. The Secretary-General has launched his Sustainable Energy for All (SEFA)
    initiative to identify and mobilize action by stakeholders from across government, business, civil society,
    academia and the development community. Three interlinked objectives underpin the goal of achieving
    sustainable energy for all by 2030:
    Ensuring universal access to modern energy services;
    Doubling the global rate of improvement in energy efficiency;
    Doubling the share of renewable energy in the global energy mix.
    A High-level Group has been established by the Secretary-General to draw up an Action Agenda, to be
    launched ahead of Rio+20, on the basis of which all stakeholders can make concrete commitments to
    move the world toward sustainable energy for all by 2030.
    United Nations Development Programme (UNDP) is a member of the High-level Group and partner to
    the Secretary General’s initiative. UNDP also facilitates the implementation of the International Year of
    Sustainable Energy for All at national level, by supporting awareness-raising and advocacy and the
    articulation of plans of action towards the SEFA objectives, at country level.
    UNDP is committed to supporting countries’ efforts to translate the SEFA objectives into actions on the
    ground and recognizes the importance of coordinated efforts between the public sector, the private
    sector and civil society on energy issues.

    The General Assembly is the supreme organ of the Organization of American States. It has as its principal powers, in addition to such others as are assigned to it by the Charter, the following:

    To decide the general action and policy of the Organization, determine the structure and functions of its organs, and consider any matter relating to friendly relations among the American states;
    To establish measures for coordinating the activities of the organs, agencies, and entities of the Organization among themselves, and such activities with those of the other institutions of the inter-American system;
    To strengthen and coordinate cooperation with the United Nations and its specialized agencies;
    To promote collaboration, especially in the economic, social, and cultural fields, with other international organizations whose purposes are similar to those of the Organization of American States;
    To approve the program-budget of the Organization and determine the quotas of the member states;

    The Assistant Secretary General of the Organization of American States (OAS), Ambassador Albert Ramdin held discussions in Barbados on Friday with a series of officials including the President of the Caribbean Development Bank Dr. Warren Smith and high ranking members of the diplomatic corps. The Assistant Secretary General, who recently returned from the Summit of the Americas in Cartagena, Colombia, met with officials in Barbados on ways to improve support and coordinate issues affecting OAS Member States of CARICOM.

    During the meeting with the President of the Caribbean Development Bank, discussions were held on areas for further collaborations between the CDB and the OAS in the areas of climate change, energy, initiatives to assist vulnerable groups, as well as initiatives on strengthening Civil Registries and the Puente in the Caribbean project.

    According to the high ranking OAS official, “We recognize the need to strengthen collaboration with all agencies to serve member states, especially in of financial constraint. We will continue to work together, to network where we can, and communicate with all partners on these issues.”

    The OAS Assistant Secretary General also met with officials of St Vincent and the Grenadines, who were in Barbados at the time.

    As part of his visit, Assistant Secretary General Ramdin addressed a conference on Peace in the Caribbean. According to the diplomat, the Caribbean region is home to some of the most stable democracies in the hemisphere, and while democracy must be safeguarded, governments across the region must intensify their efforts to address issues of crime and violence. “Sound government policy must continue to be supported and executed. Without adequate good governance, security cannot be guaranteed,” added Ramdin.

    The objective of the training workshop is to provide the participants with practical and systematic instruction and exposure to methods and tools that can assist them to monitor, identify and investigate the sale of drugs over the internet. The maximum class size for this seminar will be 24 participants with 12-15 coming from the host country and the remaining participants coming from Grenada, Trinidad and Tobago and Saint Vincent and the Grenadines.



    The seminar is funded by the Government of Canada. It will be delivered by two specialists from the Swedish & Germany Police. The program will include both theoretical and practical sessions with participants completing case studies and various tasks on line using computers.

    Barbados will be part of the five-country pilot project, funded by the United States government through the United States Mission to the OAS, to expand the Small Business Development Centre (SBDC) Model to the CARICOM region. The other countries are Belize, Dominica, Jamaica, and St. Lucia. The selection was based on the assessment submitted by Barbados identifying its institutional framework for micro, small and medium-sized enterprises, and how the SBDC model could be adapted to suit its own unique realities.



    The OAS Department of Economic Development, Trade and Tourism will oversee the execution of the project and be providing overall guidance. Our colleagues at Caribbean Export in Barbados will participate actively in the project. They will be contacting your office in the coming days to organize a first visit to your country to conduct consultations with key stakeholders. The University of Texas at San Antonio, which has assisted with the creation of a network of over 100 SBDCs throughout Mexico and has helped adapt the model in El Salvador and other Central American countries will be providing technical expertise.

    Ministers and officials responsible for public security in the region will gather in Port of Spain, Trinidad and Tobago on 17 and 18 November, 2011 for the third meeting of Ministers responsible for Public Security in the Americas (MISPA III). This forum was created by the Organization of American States (OAS) in 2008 to foster dialogue and to advance effective cooperation at the hemispheric, sub regional and national levels to reduce crime, violence and insecurity in the region.

    This third meeting of the MISPA will focus on knowledge sharing, technical assistance and the exchange of practices and lessons learned in the area of police management. The three key areas of police management which will engage the MISPA will be:

    1. Modernization of Police institutions within a democratic framework;
    2. Police professionalization and training; and
    3. Cooperation on police information systems and the enhanced use of technology.

  • OAS/CICTE Crisis Management Exercise

    The general purpose of the Exercise would be to strengthen the capacity of the
    current security arrangements in the event of an incident at a port facility within
    the framework of the obligations established by the International Ship and Port
    Facility Security (ISPS) Code for the protection of ships and port facilities.
    Through this exercise we also hope to detect coordination problems, difficulties
    in the decision making process and also contribute to that process through
    discussions between the various port security and maritime authorities.
    The main objective of the Exercise would be to analyze, mainly at a tactical and
    strategic level, the complex and multifaceted interaction, capabilities and
    mandates of each agency involved in the response to a crisis at the port facility,
    to improve coordination between these agencies and to generate discussion and
    recommendations towards mitigating vulnerabilities.
    The Exercise normally entails the participation of the first-responders as well as
    the security managers of the port and the maritime authorities, including port
    facility security officers, police, coast guard, and all other agencies that would be
    called upon to react in the event of a real emergency.
    The organization and implementation of this Exercise will be coordinated by the
    CICTE Secretariat in and implemented by the United States Coast Guard.
