Washington, D.C. – The Special Rapporteurship on Economic, Social, Cultural, and Environmental Rights (REDESCA) of the Inter-American Commission on Human Rights (IACHR) announces a working visit to Brazil, which will take place from December 2 to December 6, 2024.

The purpose of this visit is to observe the impacts on the economic, social, cultural, and environmental rights (ESCER) of the population in the state of Rio Grande do Sul, following the environmental emergency caused by unprecedented heavy rains and flooding in the region. REDESCA will also assess the possibility of issuing recommendations aimed at the protection and promotion of human rights in the context of the climate emergency.

The delegation, led by Special Rapporteur Javier Palummo and integrated by members of the REDESCA team, will visit Brasília, Porto Alegre, and other heavily affected areas. During their stay, the delegation will meet with representatives of various government authorities, activists, environmental defenders, civil society representatives, and academia, as well as with people directly affected by the floods.

For meetings with civil society organizations, registration is requested via the following form by November 15, 2024 23:59 (EST). The time and place of the meetings will be sent by email to registered participants. Those who wish to provide relevant information prior to the working visit may submit their contributions via email to [email protected], with the subject line "REDESCA Brazil Visit 2024."

REDESCA will present its preliminary observations at the end of the visit in a press conference for journalists and media representatives on Friday, December 6, at a time and location to be determined.

The Special Rapporteurship expresses its gratitude to the Federative Republic of Brazil for its invitation and willingness to provide logistical support for the visit.

The Special Rapporteurship on Economic, Social, Cultural, and Environmental Rights is an office created by the Inter-American Commission on Human Rights (IACHR) with the aim of strengthening the promotion and protection of economic, social, cultural, and environmental rights throughout the Americas, leading the Commission's efforts in this area.
