Destruction in Central America

THE OAS HAS INITIATED a program to assist the Central American governments in the destruction of firearms as part of its efforts to reduce armed violence and enhance citizen security in the region. The first phase of a project to eliminate over ten thousand small arms in Guatemala concluded on December 7, 2011 in the Guatemalan capital with the formal certification of the destruction of 1,008 weapons. Guatemalan Minister of National Defense General Juan Jose Ruiz Morales presided over the ceremony, which was attended by representatives of the OAS and the United States Embassy in Guatemala.

In addition to formalizing the elimination of these firearms, which were used by insurgent groups prior to the signing of Guatemala’s peace accords in 1996, the ceremony also marks the conclusion of a two-year project that destroyed some 632 tons of deteriorating or excess ammunition from Guatemalan military stockpiles. Since February 2010, OAS technicians have assisted the Defense Ministry in identifying, transporting and eliminating both small caliber and large caliber explosive munitions that posed an imminent threat to civilian communities located near military storage sites.

The project in Guatemala follows closely after the conclusion of a similar effort by the Costa Rican Ministry of Public Security in November that destroyed 427 firearms seized by national police authorities from criminal elements during the course of 2011. The OAS Department of Public Security provided technical advice and logistical support to the Costa Rican government under a program agreement signed in March of this year. As part of this program of cooperation, some 661,000 rounds of confiscated firearms ammunition were destroyed in June 2011.

This type of assistance is provided by the OAS as part of its support for the implementation of the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials, or CIFTA, which has been signed and ratified by all of the Central American states. The Convention seeks to prevent, combat, and eradicate the illicit manufacturing of and trafficking in firearms, as well as to promote and facilitate cooperation and exchange of information and experiences among its signatories. Funding to support these projects has been provided by the governments of Italy, Spain and the United States.
