Aware of the
greater challenges that affect States in the Americas, as well as
their populations, the improvement of public security has become a
priority in the national and international political agendas and
there is growing consensus on the necessity to strengthen
institutional capacities to prevent and combat crime, violence and
insecurity in the region. Hence, the OAS General Secretariat, with
the support of its member states, has promoted the elaboration and
consolidation of an institutional architecture, whose main political
body is the
Meeting of Ministers Responsible for Public Security in the Americas
(MISPA). The objective is to strengthen the dialogue
between key stakeholders as a means to reach a more effective
cooperation, to facilitate the exchange of knowledge, to promote
technical assistance and the exchange of promising practices in this
area.

17-18, 2011
The Third Meeting of Ministers Responsible for
Public Security in the Americas (MISPA III) will
take place on November 17-18, 2011 in
Port-of-Spain, Trinidad and Tobago. The host
country has suggested that this process be
strengthened by focusing on one of the pillars
of the
Commitment to Public Security in the Americas,
namely police management. This proposal was
supported by member states during the Meeting of
Experts in Preparation for MISPA III held in
Santiago, Chile on November 2010.
Under the leadership of the Government of
Trinidad and Tobago, the agenda suggests
focusing the discussions on the areas of citizen
and community participation in police
decision-making processes; transparency and
accountability; inclusion of the gender and
human rights perspective in police activities;
mechanisms to support police professionalization
and specialization and strengthening of police
information systems.

consultative meetings are carried with civil
society and the academic sector of the Caribbean
and Latin America in:
The First
Meeting of Ministers Responsible for Public
Security took place in Mexico City, Mexico on
October 7-8, 2008 and concluded with the
adoption of the
Commitment to Public Security in the Americas,
document that sets the five pillars to support
the design and implementation of a comprehensive
response to the public security challenges,
within a democratic framework:

MISPA II Santo
Domingo, Dominican Republic
November4-5, 2009
The Second Meeting of Ministers Responsible for
Public Security (MISPA II) took place in Santo
Domingo, Dominican Republic on November 4-5,
2009 and concluded with the adoption of the
Consensus of Santo Domingo on Public Security
whereby member states reiterate their
commitment to confront challenges to public
security from a human rights perspective. This
Consensus strengthens the mission, objectives
and the role of the ministerial process and
supports its institutional consolidation.
