The Second Meeting of Ministers
Responsible for Public Security took place in Santo Domingo, The Dominican
Republic on November 4-5, 2009 and concluded with the adoption of the
Consensus of Santo Domingo on Public Security in which member states
reiterated their commitment to confront public security threats from a human
rights perspective. This Consensus strengthens the mission, the objectives
and the role of the ministerial process and supports its institutional
consolidation.
The Meeting of Experts
in preparation for MISPA II, took place in Montevideo,
Uruguay on August 4-5, 2009. The objective of this meeting was to
analyze the steps taken since the adoption of the Commitment to
Public Security in the Americas (MISPA I) and to define the
agenda for the Second Meeting of Ministers Responsible for Public
Security in the Americas (MISPA II), building on the inputs
of governmental experts on public security.

The fourth meeting of Latin
American civil society organizations in preparation for MISPA
II, took place in Lima, Peru on September 16-17, 2009. This
meeting was jointly organized by the OAS General Secretariat and
FLACSO-Chile, with the support of the Open Society Institute,
and aimed to strengthen the citizen and community participation
processes in relation with the five pillars adopted in the
Commitment to Public Security in the Americas: 1) public
security management; 2) prevention of crime, violence and
insecurity; 3) police management; 4) citizen and community
participation; 5) international cooperation. The recommendations
of this meeting served as inputs for MISPA II.
