One of the current public security challenges in the
region is to achieve penitentiary and prison systems that allow the
complete rehabilitation and social reinsertion of people in conflict
with the law. In compliance with the agreements reached during the
Meetings of Ministers of Justice or other Ministers, or Attorneys
General of the Americas (REMJA),
two Meetings of Authorities Responsible for Penitentiary and Prison
Policies of the OAS Member States were held, in 2003 and 2008.

These meetings aim to promote the exchange of
information and the reinforcement of mutual cooperation between States
in areas related to the penitentiary and prison systems. For the Second Meeting, FLACSO-Chile led an
investigation on the situation and challenges of the penitentiary
systems in the region,

Problems and Challenges for the Americas"
